企業靠著發展生態系,透過互補、共生,讓生態系成員更茁壯,尋找出企業新存活法則,然社會服務機構仍以接受補助與捐款為主要的經營型態,但超過六成的社會服務機構收支依然虧損。
第十屆(2019)總統文化獎在地希望獎得主是至今已經當了23年台北中正區忠勤里里長方荷生,他一生懸命為無血緣關係的弱勢族群提供日常所需,實踐了讓弱勢老人享有為人的溫飽,並誕生臺灣第一家民營的社區型食物銀行;其間方荷生在SARS、COVID-19危機下仍繼續擴大社會服務範圍,結合企業、社團力量把原本會變成廚餘的剩食翻轉成「續食」,除了為剩食拚出續食之路外,方荷生攜手贊助者開創全台灣最大規模的食物銀行的營運樣板,讓食物銀行的設立可快速複製至全台需要的角落。
本個案探討方荷生選擇與巨人同行的自立自足的經營模式,其議題包括創業家精神、社會服務機構的多角化經營策略、如何突破資金募集限制、社會服務機構的行銷策略。對於社區服務機構面對後疫情時代,經濟狀況不確定的嚴峻局勢,在經營上更加艱困,但方荷生23年來不斷危機化轉機擴大其服務範圍,形成社會服務生態系,朝永續服務弱勢族群邁進,透過本個案期許帶給學員有所學習與啟發。
Much like members in nature's ecosystems who depend on each other and make each other stronger, companies also rely on complementation and symbiosis to find new survival strategies. However, social service organizations still accept subsidies and donations to support themselves. And more than 60% of social services institutions still operate at a loss.
Fang He Sheng is the winner of the Tenth (2019) Presidential Culture, Local Hope Award. He has been the head of the Zhongqin, Zhongzheng District of Taipei for 23 years and has dedicated his life to provide daily needs for the disadvantaged in his neighborhood. He has also helped the elderly enjoy hot meals. Consequently, the first privately-run community-based food bank was born in Taiwan. Even during the SARS and COVID-19 crisis, Fang He Sheng continued to expand the scope of his social services, combining the power of enterprises and organizations to turn what would have been kitchen waste into meals. In addition to creating a way to renew food from kitchen leftovers, Fang He sheng and sponsors created an operation model of the largest food bank in Taiwan. Thus, allowing food banks to be quickly replicated in every needed corner of the country.
This case discusses Fang He Sheng's choice and establishment of a self-sufficient but momentous business model. The topics include entrepreneurial spirit, diversified business strategies of social service organizations, how to break through capital raising restrictions, and marketing strategies of social service organizations. Facing unusually severe situations and uncertain economic conditions, community service agencies have become more difficult to operate in this post-epidemic era. Yet Fang He sheng has continuously turned crisis into opportunities to expand his service scope, formed a self-sufficient social service ecosystem, and continued to serve disadvantaged groups. Through this case, I hope to bring some knowledge and inspiration to others.
