  • 生物學家達爾文(Charles Darwin)於1895年所出版的「物種起源」巨作中,提出了「物競天擇,適者生存」的進化論,強調「競爭」(Competition)是主導物種進化方向最主要的因素。爾後,「競爭」一詞,不僅在生命科學界有深遠的影響,並成為人文社會科學新的研究領域。競爭的主體,不再只是個體或個人,並延續到企業,擴展至產業,放大到都市。
    到底都市間是否存在競爭?競爭什麼?本研究嘗試從都市全球化,了解經濟網絡鏈結過程中,對都市發展帶來怎樣的衝擊。並從都市競爭的演變,了解都市競爭的內涵及方式,使研究更清楚掌握,影響都市空間發展的都市競爭力因素是哪些,並探討都市競爭力與土地使用管理之關聯性,以台北市為例,探究台北市土地使用分區管制制度因應都市競爭力所面臨的課題並提出對策建議,提供作為競爭優勢環境改造與台北市土地使用分區管制制度修改之參考。
    研究過程中體認到隨全球化發展,城市競爭的對象已從國內轉向全球,城市不只須與國內具備相同發展條件位階的城市競爭,更須與全球不同國家區域相同發展定位的城市競爭。而隨廿一世紀的全球競爭發展逐漸地方化,地方應有能力掌握其本身在全球競爭之狀態,提供作為其城市發展策略規劃之依據,因此,我們應該尋找一套適合台北市地方民情及未來發展之改善措施與實施機制。
    歸納現有台北市土地使用分區管理制度面臨都市競爭力的課題與對策為:(一)使用分區方面:混合使用降低原使用分區的自明性,建議應適時將地區依其地區特色去做劃分,以保護居住環境品質,並考量混合使用地區之混合程度,採用因地制宜的方式管制。(二)使用性質方面:現有使用項目歸組是以行業別為主,建議以空間使用來定義使用組別,改變現有正面列舉累進式之土地使用管制觀念,住宅區、保護區等需維持較高生活環境品質或考量生態環保等因素之使用分區,其以較為嚴格之正面列舉方式管制;而以經濟發展考量之商業區、工業區,為求其彈性發展,建議以正面列舉搭配負面列舉方式並同管理。並對現有使用組別考量其使用性質來分組,考量組別與組別間之外部性和相互影響性,建立主要允許使用項目搭配附屬允許使用項目,避免外部性過大的使用組別並同使用。(三)使用強度方面:建議建築容積提高時,在相關規定中設定相對之附條件來降低建蔽率,以保障提供足夠的開放空間及空地;並在不增加容積的狀況下,可放寬高度限制來鼓勵設置開放空間。(四)其他方面:現有土地使用分區管制並未考慮地方特性而制定法令,建議於附條件允許規定中,訂定功能性法規,例如規定該地區之活動強度或某活動所產生的煙霧量之最大限制值及上限值,或是該地區商店營業時間的限制等,來限制不良外部性的產生。
    本文建議為(一)分區之依據以允許使用組別為主,以容積建蔽率之規定為輔,將混合區較明確的與住宅區、商業區等區分出來,即先以分區名稱之改變,以作為未來分區之因應;(二)後續新分區之混合區與住宅區採正面表列方式,商業區與工業區採正負面並列方式;(三)使用項目不再以行業別定義,朝向空間使用用途來定義;(四)分區變更時,給予民眾足夠的緩衝期及加強宣導,並以波士頓過渡時期重疊分區之概念,將分區變更之地區,另外訂定過渡時期之暫行法令,來保障民眾變更前後之權益。


    Charles Darwin in the great work in the 1895 ' the Origin of Species ' published, propose ' the thing competes it is selected , survival of the fittest ' evolutionism,emphasize ' competition ' (Competition) last direction species not leading by main factor. Thereafter, one word of the ' the competition ', not merely have far-reaching influence in the scientific circles of the life, and become the research field with new humane social science. The subject of the competition, is no longer only individual or individual, and last to enterprises, expand to the industry , enlarge to the city .
    Is there the competition among the cities on earth? What is the competition? This research is tried from city globalization, understand that economic network chains in the course , what kind of impact is brought to city development. And from the development of city competition , find out about the intension and way of city competition, make it master clearly even more not to study , influence city city competitiveness , space of development which factor, and the one that probe into city competitiveness and land use and management is related, take Taibei as an example, probe into Taibei city land utilization person who divide into control system because of put forward the countermeasure and suggestion in conformity with city competitiveness subject faced, offer and control the reference that the system revises as competition advantage environmental reconstruction and land utilization dividing area of Taibei.
    Study and realize getting and is up to globalization development in the course, the target of city competition has been already from turned to the whole world at home, the city must not merely be with possess the city of the same development condition location steps to compete for at home, must compete in the city oriented in the same development as global area of different countries . And as twenty global competitions in the first century develop localization gradually, the place should have the ability to grasp its' state in global competition , offer the basis which is regarded as its urban development tactics planning , so, we should look for one set to be suitable for local condition of the people of Taibei and development improvement measure in the future and implement the mechanism .
    Subject and countermeasure of summing up the existing management system of dividing into area of land utilization of Taibei and facing the city competitiveness are: (1) use the dividing area respect: Is it is it is it use person who divide getting self-evident originally to reduce to use to mix, it proposes to be should in good time to is it divide to do area in accordance with regional characteristic their, in order to protect living environment quality , and consider and mix the degree of mixing which use the area, control by the way of suiting measures to local conditions. (2) use nature : Existing to use the project to belong to the group not to propose enabling being used for defining and using the group with the space as the main fact with the trade, change the existing positive land utilization which enumerates the progression type and control the idea, need the use dividing area of the factor of maintaining higher living environment quality or considering ecological environmental protection etc. in residential area , protection zone ,etc., it enumerates the way to control with comparatively strict front ; And the shopping center considered with economic development , industrial area , in order to ask its elasticity to develop, propose it by way of enumerating and matching and enumerating positively negativly and with manage. And to using the group to consider it to use nature to divide into groups existingly , consider the outside among group and group and influencing each other , set up and allow to use the project to match and attach to allowing to use the project mainly, avoid outside too big using the group and with use. (3) use the intensity: While proposing that the volume of the building improves , establish the relative condition of enclosing to reduce and build covering rate in the relevant regulation, in order to ensure offering enough open space and vacant lot; And under not increasing the state of the volume , can relax to highly limit and encourage setting up the open space . (4) other respects: Controls and has not considered the local characteristic but made the decree in the existing land utilization dividing area, propose allowing the regulation in the condition of enclosing , stipulate functional regulation, for example fixed activity intensity of this area or some activity produced smog quantity heavy person who limit pay limit most, or the restriction of shop hours of this area,etc., come to limit the production of the bad outside.
    This text proposes relying mainly on allowing to use the group for the basis of the dividing area, build the regulation of the covering rate in order to complement with the volume, the more clear distinguishing out with residential area , shopping center ,etc. of mixing area, namely in order to the change of the name of dividing area first, the dividing area answers with the conduct future; (2) adopt the front form and arrange the way with the residential area in the mixing area of the dividing area newly in follow-up, adopt the negative way of standing side by side in the shopping center and industrial area ; (3) use the project to define with the trade again, the orientation space use is come to define; (4) offer enough buffer period to the people and strengthen and declare leading at the time of the change of dividing area, and overlap the concept of the dividing area , the area of change of assigning to area transition period with Boston, stipulate the provisional decree in transition period in addition, to ensure people's rights and interests before and after change.
