為了加速都市更新的步伐，本研究提議將經由建商主導開發的民辦都更，改為由地主主動投入，並配合高齡照護居家所需，形成「多元都更實施新制」。為了解此一新制的接受度，本研究以計畫行為理論(TPB) 加入獎勵誘因、信賴感與社區認同三項前置構面形成研究架構，設計問卷並透過網路發放給一般民眾填答，使用偏最小平方分析法(PLS)來進行結構方程模型分析(SEM)。
結果顯示，影響多元都更實施新制之參與意願的四項因素裡(態度、主觀規範、知覺行為控制及信任)，以態度與信任最為顯著。因此，新制的實施，應針對其功能性、公益性等方面加強宣導與溝通，藉此提高民眾參與之正面態度，進而支持、信任。此外獎勵誘因、信賴感與社區認同三項前置構面對態度與知覺行為的顯著影響，說明兼顧高齡照護的完善城市再造概念可以有效強化民眾的信任感，提升參與意願。

In order to speed up the pace of urban renewal, this study proposes the switch from builder-dominated private urban renewal into landlords’ active involvement, combined with the elderly home care needs, forming the“multidisciplinary urban renewal policy”. To gain an insight into this policy acceptance, the Theory of Planned Behavior (TPB) was adopted and formed the research framework by adding three predisposing dimensions, including incentives, trust, and community identity. A questionnaire was designed and surveyed with the general public via the Internet. The Partial Least Squares (PLS) was adopted to carry out Structural Equation Models (SEM) analysis.
The results showed that among the four factors (attitudes, subjective norms, perceived behavioral control, and trust) affecting the willingness to take part in the multidisciplinary urban renewal policy, attitudes and trust showed the greatest significance. Therefore, the implementation of the policy should strengthen advocacy and communication targeting functionality, public welfare, and other aspects, thereby enhancing the public’s positive attitude towards participation and in turn gain their support and trust. In addition, the significant impact of the three predisposing dimensions, namely, incentives, trust, and community identity on attitudes and perceived behaviors indicated that the concept of elderly care-based comprehensive urban renewal can effectively strengthen the public’s trust and enhance their willingness to participate.
