本文個案沛爾生技公司屬於新興的細胞治療產業。公司台北總部成立半年多，為了通過衛福部對細胞製造廠所的GTP認可查核，必須建立且推行品質管理系統。
細胞治療在台灣的管理法源，為新制定之「特定醫療技術檢查檢驗醫療儀器施行或使用管理辦法」，細胞產品屬於高度客製化製程，對於細胞製造廠的品質管理系統就必須兼顧醫療技術管理與藥品製造管制並行。
而個案公司亦致力於推動細胞治療產業升級，將基因改造技術應用於細胞治療領域，將在台灣進行經過基因改造和的細胞產品之臨床試驗。
利用個案的案例，可以讓讀者了解細胞製造廠推行品質管理系統會遇到的問題，及如何對應及思考，在製程具有高度客製化特性下，應該如何利用品質管理系統優化製程。並且將品質系統應用於公司未來的新廠房建置與臨床實驗的推動。
本論文包含個案內容和教師手冊兩部分，希望能藉此培養領導者決策思維，在企業品質系統規劃的初期就要做好可能發生問題的推演，找出一條最佳的道路，然後往前進。當日後再遇到類似狀況時，可以從本論文中得到不同的啟發，舉一反三，增加思考的層面，確保品質系統推行的成效。

This thesis study is regarding to Pell Biomedical technology (Pell BMT), which belongs to the emerging cell therapy industry. The Taipei headquarter of the Pell BMT was established for more than half year. In order pass the Cell Processing Unit GTP approval inspection by the Ministry of Health and Welfare, a quality management
system must be established and implemented for Pell BMT.
The newly legislated " Regulations Governing the Application or Use of Specific Medical Techniques or Examinations, or Medical Devices" in Taiwan is the guideline for GTP inspection. Since the manufacture process for cell products is highly customized, the quality management system for Cell Processing Unit therefor should be an equal balance between medical treatment regulation and pharmaceutical manufacture management regulation.
Pell BMT is committed to upgrade of the cell therapy industry in Taiwan, applying genetic modification technology to the field of cell therapy, and is conducting a clinical trial of genetically modified and cell products locally.
Through case study method, readers can understand the problems that cell manufacturing plants will encounter when implementing a quality management system. In the meanwhile, learn how to utilize the quality management system to optimize the processing SOPs, construction of company's future new plant construction and promote
future clinical trials.
This thesis contains two parts: case content and teacher manual. Wish this article would cultivate leaders' thinking of decision-making. In the early stage of enterprise quality system implementing should be well planned to find the best way, and pursuit. It’s also applicable and of referral for companies facing similar operational dilemma.
Companies shall broaden the perspectives of thinking to ensure the effectiveness of the quality system implementation.
