我國目前正積極推動無障礙環境，於102年「建築技術規則」修正第167條建築物為新建或增建者，為提供行動不便者可便利使用及進出建築物，應設置無障礙設施，然既有建築物為應應無障礙環境設置而無法符合其相關規定，政府為解決其困境，內政部於86年訂定發布「既有公共建築物無障礙設施替代改善計畫作業程序及認定原則」，臺北市府亦於103年訂定「臺北市公共建築物行動不便者使用設施改善諮詢及審查小組作業要點」並組成其小組制定決議通則。
既有建築物經現場依無障礙相關規定勘查後顯示，金融機構須檢討無障礙設施九項規定，其不符合上述法令規定案件高達100%，若單項檢討僅室外通路及避難層出入口符合之案件較多，其餘各項符合之案件皆為25%以下。
本研究整理歸納97年7月以前因無障礙設施法令規範較不完善，以現行法令檢討既有建築物常因結構問題或腹地空間不足致使無障礙設施改善困難直接影響進入空間的可及性，針對無法實質改善者提出2項建議：提供免下車或停車服務、引導至鄰近便利商店。

At present Taiwan is currently actively promoting the barrier-free environment. Article 167 of the 2013 Building Technical Regulations Amendment stipulates that in order to facilitate people with disabilities to enter and exit and use buildings, new or additional buildings should be equipped with barrier-free facilities in accordance with regulations. However, existing buildings Objects should be installed in a barrier-free environment but cannot comply with its relevant regulations. In order to solve the dilemma, the Ministry of the Interior formulated and released the operating procedures and identification principles of the existing public building barrier-free facilities replacement improvement plan on 1997. In 2014, the Taipei City Government also formulated the operating points of the Consultation and Review Group for the Improvement of Facilities for People with Disabilities in Public Buildings in Taipei City and formed a group to formulate general rules for resolutions.

Existing buildings have been surveyed on site in accordance with barrier-free regulations. It shows that financial institutions must review nine regulations on barrier-free facilities. As many as 100% of the cases do not comply with the above-mentioned regulations. All cases that meet the requirements are below 25%.

This study summarizes the incomplete laws and regulations on barrier-free facilities before July 2008, and reviews existing buildings with structural problems or insufficient space in the hinterland, which directly affects the accessibility of access to spaces. Two suggestions are put forward for those who cannot make substantial improvements: provide drive-through or parking services, and guide them to nearby convenience stores.
