我國因醫療衛生技術進步使國人平均壽命穩定增加,高齡人口趨勢成長,但近年社經環境變遷國人生育率逐年下滑新生兒創新低,導致國人家庭結構改變,家戶人數持續減少,台灣正式邁入高齡社會,伴隨照顧服務需求遽增,家庭照顧人力明顯不足,政府長照十年計畫針對長期照顧需求提供多元服務模式,但有其資格限制,臨時需照顧陪伴,或原照顧者請假時,家屬面臨短期臨時照服員難尋的困境,是亟待被解決的議題。
陳宏益董事長親身經歷父親進出醫院期間,因工作繁忙無法全面照料父親,急尋短期照護者,發現照護人力資訊來源管道貧乏的痛點,以「社會企業與社會創新」之精神成立優護平台探索解決方案,在2016年「優照護」以嶄新行動App形式現身,成為全台第一家照護預約平台;將居家照顧服務置入第三方電子商務媒合平台的「商業模式創新」,翻轉傳統依賴仲介公司派遣看護的被動等待,透過手機即可方便彈性地預約照護,有評價制度與雙向溝通機制讓照護雙方找到適合的對象,照護資訊透明流通,為照護產業注入活水。


Due to the advancement of medical and health technology in Taiwan, the average life of our people has increased steadily so the elderly population is growing. However, the social and economic environment has changed a lot in recent years. The fertility rate of our people is decreasing year by year. Nowadays, with the rapid increase in the demand for care services, the family care manpower is obviously insufficient. The government’s 10-year long-term plan provides multiple service models for people's needs but actually there are many restrictions. If they need to find a caregiver temporarily, or the original caregiver takes a temporary leave, it is difficult for them to find a qualified caregiver to take care of. This is an issue that needs to be resolved urgently.
Mr. Chen Hongyi, the first in Taiwan to set up a nursing booking platform. He had been suffer a difficult time to find a qualified caregiver when his father in the hospital. He found the pain points of lack of information sources for nursing manpower so he aims to establish a Ucarer platform. Based on his spirit of "Social Enterprise and Social Innovation", the "Ucarer" APP came out in 2016. APP integrates home care into a third-party c-commerce matching “business model", the caregivers can apply for instant services through the APP. Transparent information can help demanders and caregivers find their requirements for each other.
