在知識經濟時代裡,「設計」已成為一種多數產業與企業獲得市場競爭力的重要利器。再者,有越來越多國家企圖藉由國家設計政策 (National Design Policy, NDP) 的制定來促進國家整體經濟、社會和文化的永續發展。自1989年以來,我國政府便積極推動產業導入「設計」等相關措施,並致力於輔導產業結合新興科技與產品設計能力來加速升級。儘管過去的努力已成功協助部分業者突破瓶頸和提升產品或服務水準,但在國家設計政策擬定與推動發展上仍有諸多問題尚待釐清。基此,本研究針對國家設計政策擬定與設計產業發展作相關性探討。本研究先檢視國家相關政策擬定方法與先進國家設計政策發展情形。其次,為了解未來國家設計政策發展可能發展方向,本研究與工業設計、視覺傳達設計及室內設計等三大設計領域專家進行深入訪談。隨後,針對運用設計資源較多之業者 (如金點設計獎得獎者),本研究進行半結構式問卷調查。本研究的主要發現有:1) 國家設計政策之推動宜兼顧「產業創新」與「社會美學」;2) 除同時涵蓋工業設計、視覺傳達設計與室內設計等領域外,國家設計政策之影響範疇可涵蓋不同新興設計領域 (例如,互動設計、服務設計與體驗設計等);3) 運作體系可採用以中央政府為主、地方政府為輔之運作方式,並成立行政院層級之設計諮詢委員會及專責主管部會 (例如,未來可能負責推動文化創意產業的文化部) 和4) 為強化設計教育及基礎設施,針對國家設計政策永續發展,政府應設置設計研究專責機構作為主管機關之智庫,且採用功能區隔之專責執行機構,來為產業及環境發展奠基。整合上述發現,本研究最終提出─個功能整合型之運作體系,冀望此建議運作模式可成為台灣政府未來發展設計政策時之重要參考依據。
In the era of knowledge economy, design has become a significant leverage, for most industries as well as corporations, to maintain its competitiveness in the market. Furthermore, there are more and more countries to establish their National Design Policies (NDP), to integrate new technologies with product design abilities in order to accelerate the industries and enhance the competitiveness. Since 1989, Taiwan government had positively encouraged industries to induct design, and devoted in counselling industriest to integrate new technologies with product design abilities in order to accelerate the industries and enhance the competitiveness. Until now, Taiwan has succeeded in assisting some of companies to break through the bottleneck and to boost their products or service levels. However, amongst Taiwan’s plan and development of the NDP, there are still few outstanding questions remained un-clarified. Based on this, the study would like to look into the relevance of the plan of the NDP and the development of the design industries in Taiwan. First of all, this research will review the methods of establishing the national related policies and the development of NDP in developed countries. Furthermore, in order to explore the possible directions of the development of the NDP, in-depth interviews with experts from industrial design, communications design and interior design professions were conducted. Subsequently, questionnaires on the enterprises which apply more governmental resources, such as the winners of the Golden Pin Award, were employed. The key findings of this research are as follows: 1) the launch of the NDP should emphasize on both the industrial creativeness and the social aesthetic; 2) aside from industrial design, communications design and interior design, the NDP should also include the cutting-edge design fields, such as the interactive design, service design, and experience design; 3) it is highly suggested that the operation system of NDP should be organized mainly by the central government bureaus, with the support of local governmental units. And under this model, national design counseling and coordinating committees, such like the cultural affairs unit which is responsible for the promotion of industries of cultural creativeness, should be founded; and 4) as for the sustainable NPD development with an intention to strengthen the design education and related infrastructure, the government should set up a specialized organization, which focuses on deisgn research, to provide suggestions related to the design industry development and the social demands. To sum up, this study provides an integrated operation system of the NDP as a strong reference for Taiwan government to develop a new NDP in the future.
