本論文以公路主管機關稽查汽車運輸業車輛之業務為研究對象，提出稽查舉發系統的設計方法，讓稽查人員在執行路邊攔檢盤查勤務時，使用掌上型電腦透過3G行動通訊網路連線至公路監理機關資料庫查詢車、駕籍資料，據以核對車主及駕駛人身分，若當事人有違反「公路法」或「道路交通管理處罰條例」之事實並需予以舉發時，稽查人員可利用系統提供之法條檢索功能，快速套用違反之條款及違規事實，並依照法條之處罰對象判斷到案處所及到案期限；此外，本研究將「違反汽車運輸業管理事件通知單」與「違反道路交通管理事件通知單」整合為一，讓稽查人員在列印違規通知單時，不需因為舉發法規之不同而更換紙捲，除可節省稽查人員摯單舉發的時間，也改善人工摯單發生之填錯通知單、法條誤植、違規事實用詞不當、書寫錯誤及字跡不易辨識的問題。
其次，本研究也提出資料傳輸系統的設計方法，透過簡單的介面操作，就能將行動裝置上的稽查舉發資料傳輸至資料庫伺服器儲存，並能將後檯資料庫與微型資料庫同步。最後，提出舉發入案的處理流程及實作方法，讓入案檔的彙整、上傳與入案結果檔的處理都能由入案系統有效率的完成。

This research is aimed at the activities of Highway Supervising Agency inspecting public vehicle transportation occupations' cars. We propose an inspection and violation citation system. The system provides inspectors using handheld computers through the 3G network to query vehicle registration and driver license on real-time. It supports inspectors to check the vehicle owner and driver status. If an inspector judges driver or vehicle owner who violates the “Public Road Law” or “Act Governing the Punishment of Violation of Road Traffic Regulations.” He can choose the legislation and then uses the article searching function to quickly retrieve and apply the violation article and violation fact. As a result, the system prepares a ticket with the violation place and the due date to the inspector immediately. In addition, the study integrates "Violation of Public Vehicle Transportation Management Event Notice" and "Violation of Road Traffic Management Event Notice" into one format so that inspectors do not have to change paper for different laws. It can save producing time for each traffic ticket, and also avoid some artificial faults (e.g., writing the wrong citation and illegal facts misnomer) and handwriting recognition problem.
Secondly, the study also introduces a data transmission system. In the system, the inspection and violation citation data stored in a compact-database can be transmitted to the database server synchronously. Finally, we propose a system implementation method to complete data upload and to parse replied data efficiently.
