RFID電子封條可以紀錄貨櫃運送時,其供應鏈之間的貨櫃資訊,並且還可查驗資料是否被破壞或是遭竄改,因此,RFID電子封條在安全運籌管理上十分重要。本研究以艾生公司為研究個案,探討台灣高雄港海關為促進貨櫃免押運和快速通關,委託中山科學研究院規劃以被動式電子封條系統為基礎,成功建置之免押運系統。艾生公司配合中山科學研究院,參與規劃高雄港務局協助免押運系統的建構和電子封條的研發與製造。參與過程中諸多的問題與困難陸續被發掘出來,然而,經過不斷地研究改善,終能逐步解決並且達成任務。RFID技術應用於免用電池的被動式電子封條,因着全球獨一的晶片碼及精湛的無線射頻技術,使台灣海關在防走私、防調包和快速通關的效能大大地提升。經過2年實地實境的驗證成功之後,進而推廣為全國之境內移動安全系統佈建,政府當局更是不吝地將成功的台灣經驗分享給世界各國。本研究將諸多的過程和經驗分享出來,以供後續研究者繼續發展的參考。
RFID electronic seals for containers transport records its container supply chain information, and check whether the information be destroyed or tampered with also, therefore, RFID electronic seals become very important in logistic security management now. This cases study to the Alexan Tech. Inc. discussion to customs at the Kaohsiung Port in Taiwan in order to promote the container free escort and accelerate custom’s clearance to enhance national competitive ability, asked Chung Shan Institute of Science and Technology (CSIST) was base on the passive electronic seal system to establish the escort-free system succeed. Alexan Tech. Inc. did not only work with CSIST to build up the escort-free system, but also manufacture the RFID E-seal for the Taiwan government. There were many problems occurred in the process, however, through continuous research to improve, and finally reached the task. Battery-free RFID technology in the passive electronic seals (E-Seal), because of the global unique chip code and superb radio frequency technology, makes the Customs anti-smuggling improved and speed up the customs clearance in Taiwan. After 2 years real test and successful verification was done, Taiwan government decided to extend the system to all domestic safety transportation and glad to share the successful experience to the world. This article will share a lot of experience out of the process and follow-up exploration reference for people to continue development.
