  • 目前在公寓大廈建築設計階段,業主為了讓後期物業管理公司在建築管理施行更加順利,常會請物管顧問以物業管理的角度來檢討公寓大廈公共設施之規劃設計,以減少後續在管理上所產生之問題。但因物管顧問之檢核經驗無外化成設計準則清單,使得物管顧問檢核時,所製作之檢核結果缺乏精細度,且物管顧問之檢核知識無法傳承。因此本研究的目的為:(1)探討物管顧問進行前期規劃之物業管理檢核流程與所遇之問題;(2)建置「前期規劃之物業管理檢核系統」架構;(3)進行「前期規劃之物業管理檢核系統」模擬操作。
    本研究實際參與物業管理公司進行前期規劃之物業管理檢核,並與物管顧問深入訪談後,整理出物管顧問之檢核模式與取得目前檢核之問題。接著本研究經過文獻探討與個案研究,結合知識管理與本體論之理論,設計出公寓大廈前期規劃之物業管理檢核系統之知識架構。最後,本研究模擬物管顧問使用檢核系統之過程,並分析檢核系統之優點。研究成果主要分為三個部份:
    1.物管顧問進行前期規劃之物業管理檢核流程大致上分為:檢視各項公共設施現況;進行行政事務、安全管理、環境管理、設備維護、環境品質、成本效益與空間使用率等議題之設計檢討;提出規畫修正建議;提出物業管理計畫;試算管理費用。而物管顧問遭遇之問題有:(1)物管顧問因無設計準則清單,使得檢核報告缺乏完整性(2)內隱之檢核所需知識不易傳承,新手不易學習;(3)因案例為簡報檔,且個案有其各自的知識架構,新手無法有系統的學習。
    2.本研究以知識管理之知識螺旋,讓物管顧問檢核經驗外化成系統知識,並利用本體論之關鍵字關係訂定系統的知識架構。本研究設計系統之三大功能為(1)輸入物管角度之設計準則,以協助物管顧問將經驗外化成設計準則。(2)公共設施之物管檢討,物管顧問可以依據檢核系統列出之設計準則清單,執行更完整的檢討。(3)搜尋與參考類似案例,在物管顧問無法填寫修正建議時,檢核系統能做有效率之搜尋,供物管顧問搜尋合適案例。
    3.本研究模擬物管顧問使用三種檢核系統之功能,並分析檢核系統的優點:(1)設計準則資料庫可融合多位物管顧問經驗;(2)儲存個案資料成有系統之檔案;(3)縮短物管顧問的檢核時間;(4)檢核報告書完整不遺漏。


    During the apartment building’s architectural design period, in order to reduce the afterward problems in property management, the proprietor will invite a property management consultant (PM consultant) to assess the architectural design of the apartment building. But ,because of PM consultant’s assessment experience didn’t transform to a criteria list, this makes the PM consultant’s assessment result lake of accuracy, and also, the assessment experience can’t deliver to others. To figure out the problem, the objectives in this research are: (1) investigate the process for property management assessment on apartment buildings in the planning phase and the problem during these process; (2) establish the structure of “the property management assessment system on apartment buildings in the planning phase (PM assessment system)”; (3) process the simulation of PM assessment system.
    In this research, we cooperate with a property management company and participate property management assessment in the planning phase. After interview the property management consultant, we summarize the process of the property management assessment system, and find some problems in recent system. Through the literature reviewing and case studying, with integrate the theory from Knowledge Management and Ontology, we establish a knowledge structure for property management assessment knowledge system for apartment buildings in the planning phase (PM assessment system of knowledge structure). In conclusion we simulate the process from property management consultant to examine our PM assessment system, and find the advantage from this system.
    Our finding can separate into three parts:
    1.The process which property manage consult check for the apartment buildings in the planning phase can separate with: inspect the status of public facilities; examine the planning in administrative services, security management, environmental management, equipment maintenance, environmental quality, cost-effective and space utilization issues. Then, proposed amendments of the planning, announce the property management plan; Trial the costs of property management. The problems that property consultant might encounter are: (1) the result in property consultants’ report is incomplete, (2) it has barrier for the elders to impart the knowledge, so juniors can’t solely doing the whole process, (3) due to the format for each cases, juniors need more time to read the presentation files.
    2.By the use of Knowledge Spiral, make property management consults integrate their experience into system knowledge. Than using the relationship with keywords to building up the knowledge structure of the system. There are three functions in this system: (1) Buildup a criteria on the point of the property management, to help consultant to integrate their experience systematization. (2) Property management review for the public facilities. The system will list all the criteria, to make the consultant assess more complete. (3) Search and reference for similar cases. When consultant can’t fill up the amendment, the system can quickly help consultant to search for similar cases.
    3.In this research, we simulate three functions which consultant uses in the system. And analyzing the advantage of knowledge system: (1) the design criteria database can combine with many property management consultants’ experience; (2) To store case information into a Systematical file; (3) Shortening consultant's time to assess; (4) Checklists can be more complete report.
