  • 近年來,國際機場的發展逐漸從單純運輸功能的轉運站,朝多功能航空都會區發展。航空城的發展其不僅是一個國家或地區發展的指標與表現,也是國家產業推動的核心與經濟全球化的門戶。本研究以亞洲四小龍航空城為對象,透過次級資料與文獻的收集分析,以及焦點團體與專家訪談,歸納出亞洲各航空城之發展特色、營運策略與競爭優勢。本研究提出一個新的航空城策略規劃模型,以國家競爭優勢理論(修正五角鑽石模型)為基礎,分析出五大構面下的27項發展關鍵因子,並以分析階層程序法對其進行相對重要性分析。後續則以台灣桃園國際機場為例,依據所歸納分析出的航空城發展關鍵因子延伸進行航空城競爭優勢SWOT分析以及TOWS矩陣策略配對,找出19項基礎發展策略,最後以標竿學習以及參考相關專家意見研擬提出台灣桃園國際機場航空城之發展策略規劃。
    經由個案研究結果顯示,以國家競爭優勢為理論基礎對航空城發展競爭優勢分析的可行性,進一步研究歸納出了具體的發展關鍵因子提供航空城發展學術上的研究方向與實務上規劃的重要參考。同時本研究所提出之航空城策略規劃方法與建議,不僅可涵蓋現有亞洲機場航空城之發策略展與競爭優勢特性,且更具體與系統化。


    In the past decade, the focus on international airport development has shifted from that of a transportation hub towards a multi-functional aero metropolis. An airport city serves not only as an index of a country’s performance in development, but also plays the role as impetus of its national industries and a gateway to its economic globalization. Through literature review, secondary data analysis, and primary data from focus groups forum and experts interviews, this paper explores the development intelligence of various airport cities in Hong Kong, Singapore and Korea, in which the correlation between the aspects of competitive advantage of nations (CAoN) is analyzed. Twenty-seven development key factors of airport city are identified based on CAoN, and the relative importance of key factors (herein refer to as KFs) is evaluated by the Analytic Hierarchy Process approach. According to KFs detected, this research also proposes a novel approach to strategy formulation combing benchmarking, which utilizes SWOT analysis, strategy matching in the TOWS matrix and expert’s opinions. The case study of Taoyuan International Airport illustrates the applicability of the proposed approach in systematic competitive analysis and strategy formulation of airport city development. The strategic planning put forward not only provides practical reference for systematic operation of related units, but also inspires a new research model and new direction of study for airport city development.
