  • 早年政府播遷來臺時百廢待舉,為了解決國內工程建設人才與技術不足的問題,因此由經濟部主導成立財團法人中興工程顧問社(簡稱中興社),其成立目的主要是為了協助政府推動經濟相關的大型公共工程建設,並於國內培育土木工程設計專業人才。中興社隨著臺灣經濟一起不斷的成長,於1994年響應政府企業民營化政策,將工程顧問業務及工程人員移轉到新成立的中興工程顧問股份有限公司(簡稱中興公司),改制後中興公司專司工程顧問業務;中興社則定位為工程技術研發服務機構,負責工程建設相關技術研究發展、人才培育及技術服務等業務。

    中興社為了解決人員分散不易管理及改善工作環境的狀況,於內湖購地委託中興公司規劃研究大樓的興建,其中經歷兩次的設計規劃,最終決定採用Building Information Modeling(簡稱BIM)的設計方式,將研究大樓興建為智慧綠建築,並融入過去及新的研究專案成果加入研究大樓設計中,成功將其實踐於研究大樓的興建過程中,「中興工程研究大樓」在2013年7月正式竣工啟用,由於其設計理念先進且符合世界潮流,為中興工程集團獲得國內外7個獎項及標章。

    本研究以哈佛個案研究之方式進行,藉由個案內容可用於討論數位模組化、資源拼湊、組織靈巧性及主導邏輯等管理議題。瞭解工程顧問集團如何整合各項資源,藉由新建屬於自有的研究大樓,嘗試發展全生命週期的BIM模組化設計,一方面發揮出研究的能力,另一方面展現出將研究成果具體實踐的靈巧性能力,充分發揮出蘊藏在組織內部的工程技術研究之主導邏輯思維。


    When the Government of the Republic of China retreated to Taiwan in the past, the lack of civil engineering professionals in Taiwan was a big problem. In order to solve this problem, Sinotech Engineering Consultants Inc. (Sinotech Inc.) was founded by the Ministry of Economic Affairs. The goal of the company is to facilitate and assist the government in the construction of the critical infrastructures and nurture civil engineering talent. Sinotech Inc. has grown and developed with Taiwan’s economy. In respond to the privatization programs by Taiwan government in 1994, Sinotech Inc. transferred its engineering consulting businesses and personnel to the then newly established Sinotech Ltd. After the restructuring, Sinotech Ltd. only specializes in engineering consulting businesses; Sinotech Inc. then became an engineering technology research institution that is responsible for the R&D of engineering related technologies, professional training, and technical service, etc.

    To overcome the condition where research centers, laboratories, and administrative departments are scattered in different places, Sinotech Inc. purchased a land in Neihu and constructed the Sinotech Engineering Research Building (SER Building). After two rounds of designing and planning, the Building Information Modeling(BIM) was chosen, and the building was constructed as smart green building. The design also integrated achievements and technologies from recent and previous projects into the building. The Sinotech Engineering Research Building was completed in July, 2013. The building’s advanced and innovative design concept, which is in line with the global trend, has led to the achievement of it winning 7 international and domestic awards and certificates.

    This research adapted the Harvard Case Study research method to discuss the following issues, including, “Digital Modular Design”, “Resource Bricolage”, “Organizational Ambidexterity”, and “Dominant Logic”. From the case study, we can realize how Sinotech Inc. integrated all resources and tried to develop a full life cycle of the Digital Modular Design. Sinotech Inc. showed not only its research ability but also the ambidexterity that it can put the research results into practice. Sinotech Inc. really demonstrated the logic thinking of civil engineering research in their souls.
