近年台灣老舊社區屋齡逐漸老化，各都市都正面臨了老舊社區重建的課題，因此政府於1998年公布都市更新條例，透過都市更新的方式給予社區容積獎勵與稅賦減免等重建誘因，期能讓許多老舊社區及海砂屋都能透過都市更新方式積極重建，達成改善都市環境品質與提升建物公共安全的目標。
過去海砂屋社區都更時常遭遇到開發瓶頸使得重建時程延宕，然本個案中社區住戶間展現了自主更新的凝聚力建立重建共識，加上實施者以讓利共好價值理念，以公平、公開、透明的開放多元重建方案服務，展現出實施者的開發誠意，並在結合外部企業關鍵優勢資源取得住戶的認同，成功化解各項開發過程中可能造成的衝突與各項難題，讓個案社區的重建之路展露曙光，然目前小型建商在開發過程中仍普遍面臨如何取得地主不同意戶信任及取得銀行融資資金兩大課題，本研究將針對兩個關鍵課題提出可能的解決策略模式的探討。
本研究採用哈佛個案教學方式撰寫，以實務個案結合管理理論的探討，可以讓學生了解在都市更新重建過程中，實施者面臨重建課題時可能發生的各種衝突事件時以賽局策略推論過程推導出解決策略與因應方式，並透過策略聯盟方式結合外部優勢資源提升公司核心競爭力，最終個案體現出都更案應以信任、互惠及合作態度才能順利推動都市更新事業。

In recent years, the residential building in Taiwan is ageing rapidly. Reconstruction of old community buildings is one of the important issue in urban development. Therefore, the government promulgated the Urban Renewal Act in 1998. Based on the Urban Renewal Act, those old buildings could get the Bulk Reward for Urban Renewal and tax relief. It is expected that many old communities or High chloride ion concrete buildings may be sped up in reconstruction procedure. And improving the urban environment quality and public safety.
Generally, the reconstruction of high chloride ion concrete building is difficulty by redeveloping and running behind the schedule. However, the case study shows the consensus of urban renewal between residents. As well as their urban renewal executor adopt the concept of mutual benefit, and provide multiple redevelopment plans which are included fairness, public and open. The urban renewal executor expressed willingness to invest and obtained approval by combined the external enterprise and important resources. During the development of urban renewal, the urban renewal executor successfully resolved many conflicts and difficulties. However, small builders are still generally faced with two major issues in the development process: how to obtain the trust of disagree landlords and how to get bank finance for development. This research will propose possible solution strategies for the two major issues.
This research synthesized the Harvard Case Method, which is combining the case study and management theory. It makes students understand that urban renewal executor could use the Game Theory in solving various types of conflicts during the process of urban renewal, in order to enhance core competence and leverage external resources, urban renewal executor has an option to create strategic alliances, and students will understand making a smooth progress in urban renewal depends on trust, reciprocity and cooperation between executor and community.
