為了分析及探討我國現行之反生物恐怖攻擊及新興與再現性傳染病防治能量，是否足以因應未來生物恐怖攻擊與大型疫災之威脅，本研究進行下列之分析：1. 以美國Ready or Not? PROTECTING THE PUBLIC’S HEALTH FROM DISEASES, DISASTERS,AND BIOTERRORISM之2008年檢討報告為基礎，探討美國現行生物反恐能量及疫災防制能量的優劣點；2. 分析未來世界各國發展生物反恐及疫災防制能量之趨勢；3. 檢視我國現有反生物恐怖攻擊與新興及再現性傳染病防治之運作模式，並分析以目前之能量因應未來生物恐怖攻擊及大型疫災之能力及遭遇之困難；4. 探討建置我國未來建置完善反生物恐怖攻擊與新興及再現性傳染病防治能量所需之各項要件，及分析現階段我國要因應生物恐怖攻擊及大型疫災優先要改善與精進的地方。本研究同時就美國及其他國家之運作機制與軟硬體建置能量加以分析，以了解未來反生物恐怖攻擊能量及新興與再現性傳染病防治能量所需強化的要件，歸納出建置與發展完善之反生恐與疫災防治能量所需之要件與可能遭遇之問題。這些研究結果，將提供我國政府相關部會作為未來反生恐及疫災防治能量之建置模式的參考。

The following issues have been discussed in this study to evaluate whether the capacity and ability is efficient to defeat bioterrorism attack and emerging/reemerging diseases threat in Taiwan: 1. set up the required criteria in construction biodefense capacity and ability by analyzing the US annual report in 2008 - Ready or Not? PROTECTING THE PUBLIC’S HEALTH FROM DISEASES, DISASTERS,AND BIOTERRORISM; 2. The trend of the world to develop the capacity and ability against bioterrorism attack and emerging/reemerging diseases threat; 3. analyzing the capacity and ability in Taiwan to respond to bioterrorism attack and emerging & reemerging diseases outbreak; 4. conclude what the required criteria are to establish well-done biodefense system in Taiwan. This study also have reviewed the European and America system to conclude some key issues to set up and strengthen a well-done biodefense system in Taiwan. The results in this study will provide Taiwan government a complete concept to establish a well-done biodefense capacity and ability in future.
