ISO9001：2008(CNS12681)標準從1987年以來，不斷地在追求改進與符合時代潮流，並將其他管理系統融入其中，使4品質管理系統能更加完善，以便讓該標準更能符合使用者之需求。發展至今，此標準不僅可以提供組織依據其內容與步驟建立出一個完整的品質管理系統，更能將其用於驗證產品與服務是否達到顧客之要求。
ISO9004：2009(CNS12684)標準係以組織成功為目的而編訂出版之標準，主要係以協助處於複雜、苛求及多變環境中的組織實現永續成功之目標。
有鑑於此，本研究針對ISO9001：2008(CNS12681)「品質管理系統-要求」標準與ISO9004：2009(CNS12684)「組織永續成功之管理-品質管理方式」進行內容之整合與探討，並配合參考ISO9000：2005(CNS12680)「品質管理系統-基本原理與詞彙」、ISO10013：2001(CNS13657)「品質管理系統文件化指導綱要」、ISO19011：2011「稽核管理系統指導綱要」與公共工程委員會頒布之「品質計畫製作綱要」的要求，提供一種以組織之永續成功為目標的品質管理系統運用之手冊給予使用者參考。

From 1987, the standard of ISO9001 continues pursuing the improvements in order to keep up to the trends, fusing with other management systems to make quality management systems better so that the standard can conform to the needs of users. Developed till now, this standard can not only provides a completely quality management system but also testify whether the products and services meet the customers’ needs.
The purpose of compiling and publishing ISO9004: 2009 Standard is to help the success of organization; the standard is mainly to assist the organization to achieve the goal of sustained success in a complex, demanding and everchanging environment.
As a consequence, this study is aimed to discusses and explains ISO9001
：2008【Quality management systems-Requirements】, and complements the requirements of ISO9004：2009【Managing for the sustained success of an organization-A quality management approach】, ISO10013：2001【Guidelines for quality management system documentation】, ISO19011：2011【Guidelines for auditing management systems】and【Guidelines for quality plans】published by Public Construction Committee, to provide the users with the manual of “Quality management systems” which aims at the sustained success of a organization.
