專案(project)是營建業中的核心活動，幾乎所有的工程都是以專案的形式在進行，而專案執行績效的優劣，更會直接地影響組織的生存，因此以公司內部管制的角度而言，如何準確的量測專案績效，並就量測結果採取處置措施以改進專案績效，一直是工程各界所關心的重要研究議題。
績效(performance)的概念(concept)是透過拆解成不同構面(construct)，進一步建立不同構面中細部的績效指標(performance index，PI)得以正確地表達。因此本研究特將績效的概念拆解成主構面(main-construct)、次構面(sub-construct)與績效指標的層級關係。透過專案績效構面的辨識，藉此尋求構面中的績效指標，爾後從中利用方法論(methodology)萃取出關鍵績效指標(key performance index，KPI)，並再採用「計劃(Plan)」、「實施(Do)」、「查核(Check)」及「處置(Act)」之PDCA管理循環(PDCA management cycle)持續改進的模式，建構一個適用於營建工程的專案績效管理模式(project performance management model) ，提供組織管理者對內部各個專案的績效進行量測(measure)、查核、處置與改進，以提升專案之績效。
本研究之模式可量測組織中各個專案的績效，瞭解專案績效的歷程，用以比較該專案目前的績效與過去的績效，以判斷該專案的績效是否成長或下滑。並可以利用組織歷年所量測的績效，比較該專案目前的績效在組織中的等級(排名)，以收標竿學習的效果，提昇整體組織之績效，而PDCA管理循環正是持續改進的基礎與概念，藉此循環追求不斷地改進績效。

The project is the core and increase in value actives in the construction industry. The good or bad performance of project can influence the organization seriously. For this reason, it is very important for the organization to manage project performance well.
The purpose of this thesis is to help managers of organization or project to manage project performance by establishing a project performance management model. After much deliberation, we decided to adopt the concept of key performance index (KPI), and the model of PDCA (Plan-Do-Check-Act) management cycle to be the foundation of this thesis.
There are four functions in the model include developing project performance management plan, measuring performance, checking performance, and taking corrective or preventive actions. Due to application of the model, we can improve project performance continuously.
