本研究是針對電動車產業發展個案研究之目的。
近幾年的「環保」議題是電動車產業興起的重要因素,特別是在 2015年
底全球 195個國家簽署了《巴黎協定》後 明定在本世紀結束前達到碳零排放、
更加確定了電動車的發展趨勢。
而歐美國家及中國是這股電動車趨勢的領先者,其中以北歐國家為首,
全球有約 40%的電動車市佔是源於北歐國家,而亞洲國家僅有不到 10%的市
佔,表示亞洲國家的電動車發展仍不比歐美國家。
在這股勢不可擋的全球趨勢下 ,多數歐美國家已訂定在 2030年時禁止
販售燃油車 ,台灣似乎遠落其後,因此本研究的動機與目的,即是探究台灣
電動車產業發展落後的原因,及其可能解決 方式,以加速台灣電動車產業發
展。
本研究結果指出,台灣政府應先大力推動主要城市內大客車的示範運行,
例如電動巴士、物流貨車,並於運行當中定訂規則,且輔以補助與課稅等寬
嚴並施的政策,再套用至其他二線城市,以擴大電動車的市場滲透率,使電
動車製造商能享規模經濟之利,促進產業的正向發展。
The electric vehicle industry is mainly driven by the "environmental protec-tion" issue in recent years. Especially after the signing of the "Paris Agreement" by 195 countries around the world at the end of 2015. Europe, the United States, and China are now the leaders in this trend of electric vehicles. About 40% of the world's electric vehicles account for the Nordic countries, while Asian countries account for less than 10% of the market. The development of electric vehicles in Asian countries is still getting behind European and American countries. Under this unstoppable global trend, Taiwan seems to be far behind. There-fore, the purpose of this study is to explore the reasons for the backward development of Taiwan's electric vehicle industry and its possible solutions to accelerate the development of Taiwan's electric vehicle industry. The results of this study indicate that the Taiwan government should vigorously promote the trial of large electric car in major cities, such as electric buses and logistics trucks, and set rules in operation, supplemented by policies such as subsidies and taxation, and applied to other second-tier cities to expand the market penetration of electric vehicles in Taiwan, so that electric vehicle manufacturers can enjoy economies of scale and have a positive development of the industry.
