我國隨著國人周休二日旅遊及兩岸直航等因素，帶動起觀光休閒需求的商機日益龐大，遊樂園區及大型百貨商場如雨後春筍般的蔓延與發展，為了更加吸引人潮停留及商業行為，不少遊樂園區及大型百貨商場都設有機械遊樂設施，例如統一夢時代廣場摩天輪、美麗華百樂園摩天輪、劍湖山世界、六福村主題樂園、九族文化村等遊樂園都設有機械遊樂設施。
惟世界最高的新加坡摩天觀景輪自2008年3月1日營運以來，於同年發生發生4次故障，日本大阪市萬博紀念公園的雲霄飛車，於2007年5月6日亦發生意外，造成1人死亡34人送醫治療。是我國機械遊樂設備的發展究竟會對未來公共安全產生如何的變化與衝擊，主管機關又要以何種角度去面對未來機械遊樂設備對公共安全的影響，因此本研究藉由國內外文獻資料與法規收集比較，分析國內機械遊樂設施之管理機制（建築許可、施工管理及使用管理）情形，並調查分析我國之機械遊樂設施之分佈、數量及安全管理等議題加以探討，再彙整內政部營建署歷年督導機械遊樂設施成果資料及經營業者、使用者、維護保養者、安全檢查者、各主管機關等現況遭遇問題，思考如何降低機械遊樂設施意外事故發生，並加強機械遊樂設施減災、整備、應變、復原等工作，研提建議解決對策，共同創造政府、經營者、消費者三贏的契機。

Following factors in national weekend getaways and cross-strait direct flights, which has stimulated an increasingly large number of business opportunities in demand for tourism and leisure; resulting in an emergence of prevalence and development for amusement parks and large-scale department stores. To attract more tourists who stay and engage in business practices, many amusement parks and large-scale department stores start to build up mechanical recreational facilities. For example, The Ferris Wheel in Dream Mall and Miramar, Janfusan Fancy World, Leofoo Village Theme Park, and Formosan Aboriginal Culture Village…etc. to name a few, are amusement parks built with mechanical recreational facilities.
However in the case of the world’s tallest Singapore Flyer, there had been four incidents respectively of malfunctions in the same year since its official operations on March 1st, 2008; whereas in the case of the Roller Coaster of Osaka Expoland in Japan, there had been one reported accident on May 6th, 2007, resulting in one death and 34 people sent hospital for medical treatment. Regardless of what kind of changes and impacts will be brought upon future public security from the development of Taiwan’s mechanical recreational facilities, and under which perspective should the competent authority face with impacts of future mechanical recreational facilities on public security, have led to this study through which a collection and comparison on domestic and international literatures and regulations have been analyzed on the basis of conditions in management mechanism (building permits, construction management and usage management) for domestic mechanical recreational facilities. In addition, an investigation has been launched to explore issues in the distribution, quantity and security management of mechanical recreational facilities in Taiwan. The study further prepares the result information of the Construction and Planning Agency steering on the mechanical recreational facilities over the years and issues encountered by the owner of mechanical recreational facilities, users, maintenance person, security check person, and competent authorities. Moreover, how to lower the number of accidents at the mechanical recreational facilities should be taken into consideration, while strengthening mitigation, preparedness, response, and recovery at mechanical recreational facilities, in order to propose a draft on solutions and countermeasures for enhancement in consumer security.
