  • 本研究主要探討影響台灣地區中醫診所的經營績效的因素。主要研究對象為台灣地區的中醫診所,自健保資料庫(NHIRD)彙整自1998年至2012年4,905間台灣地區中醫診所的資料,並使用BP-LM Test、Hausman Test及Hausman-Taylor Test篩選適合的實證模型。
    實證結果顯示診所的規模變數:醫生數、醫技人員數、科別總數對診所績效呈現顯著正向關係,開業年數也存在著相同的效果。此外,以顧客特性層面來說,所在地區的失能傷害次數、交通事故頻率與人口老化程度也對於中醫診所績效存在顯著正向影響,這顯示中醫仍是台灣民眾在面對生理傷害的主要選擇之一。最後,在政府政策上,總額支付制度的實行對於中醫診所績效呈現負向的影響,此結果顯示目前健保支付制度在減少多餘醫療資源浪費的同時也不力於中醫醫療診所產業的發展。


    The study mainly investigates the determinants of the operational performance of TCM clinic in Taiwan by utilizing a panel regression model together with data for 4,905 TCM clinic over the period from 1998 to 2012, using the Breusch-Pagan LM test, the Hausman test, and Hausman and Taylor’s Over-identification test to select the most appropriate empirical method.
    The empirical results from fixed effect model reveal several interesting findings. First, the scale measurements of TCM clinic including the numbers of Physicians, medical personnel and divisions have significant positive effects on performance of TCM clinic while surviving length also has the same effect. In addition, consumer characteristics such as the population aging, the frequency of disabling injury, and traffic accident have positive impacts on the volume of medical service provided by TCM clinic. These results imply that people will choose TCM as the option of medical treatment when they face physical injury occurrence in Taiwan. Finally, the implementation of the Global budget system exists a negative impact on the development of TCM clinic industry though it is effective on TCM clinic to ameliorate the problem of squandering medical resource.
