營造業的人力資源規劃是基於公司發展策略和目標,有效管理人力資源,確保足夠且合適的人才,實現永續經營。本研究根據各專案管理人力計畫書,彙整公司未來3年專案所需人員(需求),與目前聘僱的管理人力相減,分析人力需求是否過剩。若即將過剩,公司應積極爭取新標案避免閒置,並運用「投標不虧損機率」方法決定新投標案利潤率,確保人力閒置前至少得標一新專案,減少營運成本。得標後,創新發展「專案管理人力指派雙矩陣」,根據專案需求與目標,評估組織內閒置人員專業能力與經驗,選出最合適的人力組合,提升成功率。同理,在人力不足時,也可用此矩陣招募新進人員。
The human resource planning of the construction industry is based on the company's development strategy and goals, effectively manages human resources, ensures sufficient and suitable talents, and realizes sustainable operation. According to the project management manpower plan of each project, this research collects the manpower (demand) required by the company for the project in the next 3 years, subtracts it from the currently employed manpower, and analyzes whether the manpower demand is surplus. If there will be a surplus, the company should actively strive for new bids to avoid idleness, and use the "probability of no loss in bidding" method to determine the profit rate of new bids, so as to ensure that at least one new project can be bid before manpower is idle, reducing operating costs. After winning the bid, innovate and develop the "dual matrix of manpower assignment for project management". According to the needs and goals of the project, evaluate the professional ability and experience of idle personnel in the organization, select the most suitable manpower combination, and increase the success rate. Similarly, when manpower is insufficient, this matrix can also be used to recruit new recruits.
