In the world , the pavement is widely utilized as Reclaimed Asphalt Pavement (RAP) in recent years. Environmental protection is the main idea in pavement , many countries want to add various recycled materials in pavement. There have been some examples are used in their road. However, the quality and source of recycled materials are difficult to control. Viscosity and penetration is too easily to caculate in the design progress so that is not enough to discribed the pavement performance. RAP must do more experiment that can use in pavement. This research is divided into two parts: bitumen and asphalt. Bitumen including Recycled Bitumen (RB) and recycled bitumen added 1% MⅢ(RBM). Discussing the basic physical properties and rheological behavior. The elasticity , recovery and fatigue resistance increase, and rutting resistance decreases. On the other hand, asphalt concrete were made by100% RAP recycled materials. Through the comparison of mechanical tests at three temperatures of 150°C, 170°C and 180°C in dry and wet conditions, the best mixing temperature of the recycled materials was found where is 167.5±2.5°C. In order to explore the dgree of activity, using naturel aggregate blending with RB and RBM to make asphalt concrete. Using the regression equation of the ratio between the temperature and the CT Index, the maximum degree of activaty amount of asphalt at the optimal mixing temperature was found approximately 23% . Finally, make a three-axis performance balance chart based on the rutting、cantanbro and CT Index, the wet and dry results to establish the best performance of the recycled materials.Above of all , RAP the best of performance was define by 3-D performance diagrams and it has 23% of bitumen in 167.5±2.5℃.
