「集團」(Group)是由一群法律上獨立的公司,透過正式和非正式的連結所組成,並習慣於採取協調一致的行動(Khanna & Rivkin,2001)。集團內部往往會有許多同性質的資源同時存在,因此相較於單一組織的內部管理更為複雜。當面對外在環境變動時,如何有效率地整合並配置集團內部的資源,以敏捷地因應變動的環境,是重要的議題。若將上述現象視為一複雜系統,則將複雜系統簡化成多個子系統並逐一擊破的概念,正是模組化的精神所在。基於此原因,本研究將以模組化的觀點切入,針對目前擁有多個院區,可看作擁有「集團」性質的慈濟醫療體系進行分析。探討慈濟醫院下的六間分院,如何在2009年的ISO27001:2005資訊安全認證和2010年電子病歷管理系統驗證兩項專案中,敏捷地配置現有IT資源並快速地完成IT資源配置,使六間分院在短時間內通過驗證。
本研究發現:在個案對象將IT資源模組化的過程中,運用了不同的IT資源模組化邏輯對模組進行劃分且整體架構和其內部模組之間存在著「集權控制」和「分權自主」兩種治理機制。此兩種機制能有效整合資源、平衡資源不均之問題,並可達到敏捷配置的能力,可供集團或組織作為內部管理之參考。


A group is be defined as “firms which though legally independent, are bound together by a constellation of formal and informal ties and are accustomed to taking coordinated action” (Khanna, & Rivkin, 2001). Since there are always many homogenous and heterogeneous resources within diversified firms of a group, the resources management of a group is far more complex than a single organization. Accordingly, how to efficiently integrate and deploy the group’s resources to agile response to the changes of the industrial environment is a critical important issue.
By using the case of Tzu Chi Hospital which has six independent hospitals in different areas of Taiwan and belongs to Tzu Chi Foundation, the aims of this study is to explore how Tzu Chi Hospital managing its group IT resources to facilitate the IT agile deployment capability in terms of the concept of modularity. Two projects including information security management system certification and electronic medical records system verification have been selected as the analysis units.
In terms of the concept of modularity, this study found that different IT logics have been used in the two selected project, but all based on the two governance mechanisms, which can be named as “centralized control” and “decentralized autonomy”, which serve as functions to integrate and, at the same time, to balance the group’s resources to achieve the agile deployment capability.
