個案描述傳統電視媒體面對新媒體的衝擊,網路涵蓋率逐年增加,智慧手機、平板電腦等行動裝置快速普及,影音串流技術越來越成熟,改變了觀眾看電視的習慣,使得傳統電視的收視率逐年下滑,加上有線電視數位化,數位化後出現更多頻道,也間接影響頻道的收視率,導致頻道業者收入減少;2012年NCC開放跨區經營,導致系統業者削價競爭,衝擊系統業者收入。台灣影視產業的市場小,導演、製播相關人才紛紛到大陸尋找機會,導致人才不足。
在面對這樣嚴峻的產業環境下,三立電視 總經理思考的不是對抗新媒體,而是運用本身的資源及優勢來發展新媒體,在積極發展新媒體的同時也讓漸漸萎縮的傳統電視突破成長,持續增加公司營收。
本個案可用於討論資源基礎理論、資源拼湊、模組化、左右開弓組織發展等相關議題的討論。通過本個案的探討,將可以了解傳統媒體面對新媒體的挑戰時的轉型做法,進而更了解企業面對外部環境變化,如何檢視自己所擁有的資源,運用自身所擁有的優勢轉換為企業核心競爭力,建立持續性的競爭優勢來面對多變的未來的相關管理議題。
This study investigated the strong impact new media had on traditional television media. The Internet coverage rate increased yearly, mobile devices such as smart phones and laptops became popular rapidly, and video streaming techniques matured greatly. These reasons had changed the audience’s habit of watching television and resulted in the decline of traditional television ratings. Besides, more channels were made after the digitalization of cable television, which indirectly affected the ratings of the channels and lowered the incomes of the industry. In 2012, NCC allowed service area expansion, causing price competitions among system operators and impacts on their incomes. The audiovisual market in Taiwan was limited, so many directors and talents of production and broadcasting went to China to seek opportunities, leading to the lack of personnel.
Confronted by such a harsh industrial environment, the general manager of SET News Channel thought of developing new media with its existent resources and advantages instead of competing against it. With the Channel’s progressive development of new media, its traditional television, which had been gradually shrinking, also grew and helped increase the profits of the company continuously.
This study could be used for the discussions of resource-based theory, resource bricolage, modularity, and ambidextrous organization development. It helped understand the transformation strategies traditional media adopted in the face of new media. Related management issues such as the ways industries confronted with the change of outer environment, methods to survey the resources possessed by industries, the transformation of intrinsic advantages into core competencies of industries, and the construction of competitive advantages in the face of the changeable future were also explored.
