近年來國內公共工程建築案件採用統包模式辦理發包之數量已快速增加，但由於統包模式在公共工程中的應用時日尚短，統包商對於統包專案之執行尚處於摸索階段，在自身的執行績效上仍缺乏有效評估，因而不易在專案執行上進行有效之控管與改善。本研究有鑑於此，以統包商角度並從效率觀點針對台灣地區建築統包專案，依據PZB服務品質概念架構，建立出統包專案服務績效之八大關鍵構面及二十項評估指標；並據此結合模糊資料包絡分析（FDEA）與自組織映射圖網路（SOM），建構建築統包專案績效評估模式。本研究收集臺灣地區公共工程建築統包案例42件，透過本評估模式進行服務績效評估，進而分析出各專案之績效排序並訂定等級分類。最後，依據分析結果，統包商可藉由專案所屬之績效等級瞭解其專案執行狀況，並可藉由指標表現來瞭解影響績效表現的問題癥結所在，並合理客觀的衡量自身各項資源投入與成效之績效表現，進而提供統包商進行專案績效改善時之參考。

Recently, there are increasing architecture projects which use DB model in internal infrastructure. Because DB model doesn’t put into practice for a long time, DB contractors don’t effectively estimate the performance of the DB project and have difficult to control and improve the condition of the DB project accurately. In consideration of the situation, the study proposes that contractors attitude to studying the efficiency of the architecture DB project in Taiwan. In accordance with PZB service quality conceptual structure, 8 critical categories including 20 attributes are established for the service performance of DB projects. Then, the study integrates three methodologies, Fuzzy Theory, Data Envelopment Analysis(DEA) and Self-Organization Map(SOM), to establish the model to estimate the service performance of the DB project. The research collected 42 infrastructure DB cases in Taiwan. The model can analyze the performance rank and grade of projects. Finally, according to the result, DB contractors can understand the service condition of the project and where the trouble lies. They can objectively measure the relationship between input resource and outcomes and find out how to improve the performance of the project.
