許多企業在創業的初期，由於資金並不充裕，因此在成本的考量下，常會將資訊系統委外或購買套裝軟體.然隨著企業的業務漸漸發展，系統為配合眾部門的需求，開始疊床架屋，使得系統原本應該是企業發展的助力，反而因此成為阻力.面對此狀況，企業是否願意排除一切萬難來處理，在在考驗著管理者的魄力與決心。
若將委外資訊廠商視為供應商的一環，則供應商是否能跟上企業的發展，就變的非常重要，當企業因為競爭環境進行再造時，若受到現有系統的牽絆產生嚴重的被套牢現象，企業須付出的成本將不單純只是支付的成本，背後包含許多隱性的交易成本。
本研究發現企業資訊系統委外系統面臨套牢危機時，決策者若還以建置成本為考量，不願克服路徑依賴所產生的習慣，而忽視未來可能被套牢所衍生的轉換成本，則企業將失去對於核心系統的主控權，將讓企業陷入更大危機中。
企業成長過程中，組織常會因應外在及內在環境進行再造，而資訊系統的委外策略，也必須隨著企業再造的過程一併列入檢討，適時的進行軟體再造工程，讓整體的效益能發揮到最大。

At the early stage of business foundation, due to the deficiency in capital and considering cost, it is common for most enterprises to choose information system outsourcing or packaged software. With the expanding of business, the information system produces needless duplication to fit the requirement of organization. This situation made the information system from the development assistance to resistance. It is a terrible ordeal for the manager’s daring and resolution to handle this circumstance or not.
If the outsourcing information service company was treated as part of supply chain, the growing of supplier with the enterprise would be critical. When the enterprise proceeds reengineering for business competition and gets stuck by the existing system that causes the serious lock-in effect, the cost for the enterprise will be not the paid cost only. It will include lots of invisible transaction costs.
It is found in this study that, when the outsourcing information system arising lock-in effect, the principle of enterprise will be decisive. If decision maker still considering the construction cost only, being reluctant to change the path dependence on the old system, and ignoring the switching cost due to the lock-in effect, the enterprise will lose control power on the core system and arise more dangerous crisis.
With the growing of business, the organization will proceed reengineering based on the external and inner environment. The strategy of information system outsourcing should be examined with the organization reengineering. The software reengineering at the right moment will make the whole benefit to its extent.
