資訊科技委外的重要性，已經廣泛獲得認同。然而，對於大型公共資訊基礎建置之資源管理的角色，尚未得到充分的闡釋。最近的研究，主要聚焦於公共資訊科技委外的合同管理或者是公私伙伴關係等議題，而不是確實解決公私部門之間的「共生關係」。
因此，本研究探討公私商業生態系統（PPBEs），如何在公共資訊基礎建置之資源管理發揮關鍵作用。在研究全世界首宗無線「數位城市」─ M-Taipei(無線臺北)專案之中，我們認為商業生態系統的共生關係，對於公共資訊科技的建置至關重要。根據M –Taipei(無線臺北)的訪談資料，在專案建置的不同階段，商業生態系統區別出以知識為導向，以資源為導向，和以商業為導向等三種不同形態。
尤其，在公共資訊科技基礎建置之資源管理中，進一步推導出公私商業生態系統(PPBEs)的聚合，協同與槓桿等三個機制。這個發現將貢獻於大型公共資訊科技基礎建置專案管理，資訊科技委外和協同行為，資訊管理的社會觀點等方面的文獻，以及未來的研究方向。

The importance of IT outsourcing has been widely recognized. However, the roles of resource management of large public IT infrastructure project development have not yet been convincingly demonstrated. Recent studies majorly focus on the contract management or public-private partnerships issues in public IT outsourcing, but are not able to effectively address “the symbiotic nature of relationships” among various private sectors and public agencies.
Accordingly, this study examines how public-private business ecosystems (PPBEs) play a critical role in the resource management of public IT infrastructure project development. In studying the world's foremost wireless “cyber city,” the M-Taipei project, we argue that the symbiotic nature of relationships in business ecosystems is of critical importance in conducting the public IT project. Based on the case data, we differentiate three forms of business ecosystems – knowledge-oriented, resource-oriented, and business-oriented which emerged in the different phases of project development.
In particular, three mechanisms of PPBEs in the resource management of public IT infrastructure project development have been proposed including aggregation, collaborative, leveraging mechanisms. The findings contribute to the literature on large public IT infrastructure project management, IT outsourcing and collaborative behavior, and the social perspective of information management. The implications and future research directions are also discussed.
