在企業主動積極因應外部環境的變化,及對本身尋求根本上的改變時,組織能力和技術革新對企業成功的轉換,具有決定性的影響;而其中成功實施電子化企業 (e-business)對技術革新策略具有更關鍵性的影響;因為它是以網際網路為基礎的系統,將企業核心價值整合起來,而深入地影響企業整體。電子化企業定義為一個組織透過網際網路從事商業或交易的管理,或情報交流的任何形式;其使用電子化企業最明顯的利益,在於提供更及時和準確的決策資料,促進與企業合作夥伴的聯繫和協調,容易增進顧客的服務品質,並且協助降低管理的費用。通常,成功的使用電子化企業,除了需要使用支持它的IT技術和獨特的調控能力外,更需要有效管理其快速發展,且越來越朝向IT應用技術的整合和集中式的資訊。因此,成功實施電子化企業的關鍵,應著重於理解技術革新和有效管理資訊系統活動效益的組織能力。

雖然在實施電子化企業中,不同革新技術所產生的影響不能忽視,但在公司內部或跨公司間,有關組織流程和相互作用所產生變革的管理課題,也一定要重視。組織能力 (例如:資訊技術能力、策略的靈活性和建立夥伴信任的能力等)在電子化企業實施過程中,已是公司獲得良好績效的關鍵。進而,運用組織學習和知識管理的策略,亦被視為在發展一個資訊技術(IT)上,能否有效實施並獲得效益的方法,並且這個觀點一直被新近的幾項研究而強化。不過,在電子化企業實施的實證研究上,仍然較少探討組織能力(如:組織學習能力和知識管理能力)對公司績效的影響。

基於組織能力和IT實施的文獻,本研究提出一個研究模型,來檢驗組織能力與電子化企業使用,及對電子化企業成功實施的影響。其模型內組織能力的建構,是由組織學習能力(訓練有效性、專業技能和知識水準等)及知識管理能力(新知識獲取和知識分享等)共同組成。研究模型和假設的關係以實證為根據,並使用結構方程式(SEM)模型化方法測試,採用AMOS 5.0電腦統計軟體執行。其中包含三個重要的目的︰(1)基於組織學習和知識管理的觀點,確認對電子化企業成功實施影響的前置關鍵因素;和(2)進一步理解組織能力的影響和電子化企業對公司績效的貢獻。最後,(3)本研究結果可提供企業主管或決策者,在擬訂電子化企業政策的參考,以確保有效的電子化企業實施中,能掌握合適的組織能力。分析結果顯示電子化企業使用層級和組織能力改進,皆對三種使用後所察覺利益(資訊,交易和策略性利益等)之間的顯著關係。其中使用高層級企業電子化系統的群組,較低層級的公司群組獲取更多的利益;而且優先實施的群組在組織能力上獲取更多的改進,因此比較晚時間實施的群組獲取更多的利益。


Proactively managing radically changing external environments, organizational capability and technological innovation are crucial to business success. Successful use of e-business is critical to understanding technological innovation and the efficacy of IS management actions. E-business systems are defined as either a commercial or administrative transaction or information exchange that an organization makes available over the Internet. The benefits of e-business include providing more timely and accurate information for decision-making, enabling enhanced coordination and communication with business partners, facilitating improved customer service, and helping reduce administrative costs. Typically, the successful use of e-business requires leveraging unique capabilities using IT and the supporting technology as well as managing enveloping information and communication technology applications that are increasingly integrated and convergent.

Although e-business has technical components, management issues must be addressed regarding changes in organizational processes and interaction both within a firm and among firms. For example, organizational capabilities (such as information technology capability, strategic flexibility, and trust-building capability) are critical for superior firm performance in electronic commerce (e-commerce). Moreover, developing organizational learning and knowledge management strategies has been considered an effective and efficient means of successful information technology (IT) implementation. This perspective has been strengthened by several recent studies. However, empirical studies have seldom addressed the organizational capabilities (such as organizational learning and knowledge management capabilities) influencing e-business contribution to firm performance.

Based on organizational capabilities and IT implementation literature, this study proposes a research model to examine the influence of organizational capabilities and e-business use on e-business implementation success. In the proposed model, the organizational capabilities construct is decomposed into organizational learning capabilities (training available, technical expertise and knowledge level) and knowledge management capabilities (knowledge acquisition and knowledge sharing). The research model and hypothesized relationships are empirically tested using the structural equation modeling (SEM) approach, supported by AMOS 5.0 software. This study is significant for at least three reasons: (1) it determines the key antecedents to successful e-business implementation based on organizational learning and knowledge management perspectives, and (2) it helps to understand the effects of organizational capabilities and e-business contribution on a firm’s performance. Finally, (3) this study has implications for e-business managers or policy-makers in formulating policies and targeting appropriate organizational capabilities to ensure effective e-business implementation. The analytical results reveal significant associations among e-business use,improvement in organizational capabilities and three perceived business benefits (informational, transactional and strategic benefits). Higher levels of e-business use may provide more extensive information and more transactional functions, thus achieving greater success in realizing the three types of benefits than the low level groups. And greater improvement in organizational capabilities, resulting in greater success in achieving the three benefits than the short-times groups.
