國與國出入境結合生物辨識之自動查驗通關系統為目前全球國際
機場發展趨勢,藉由護照、人臉辨識結合成單一身分證件,後續旅客通
關、登機僅需以臉部特徵作為辨識依據即可完成,不僅節省機場、港口
人工查驗之人力、縮短旅客通關時間,更能使旅客有更好的通關體驗。
本論文採取一般論文方式所撰寫,全國主要機場及港口已逐步推行自
動化通關系統,採用電腦與生物辨識技術相結合,使旅客可自助快速進
出國門。近年,隨著兩岸及國際形勢的發展,對國境人流管理及審查作
為進行了調整,並參考了各國邊境安全管理與通關科技的創新經驗。
這些措施旨在提高通關效率,減少人工干預和等待時間,同時確保邊境
安全,促進旅客暢通。未來,持續改進與更新將是關鍵,以跟進科技發
展和安全需求的變化,不斷提升自動化通關系統的性能和效能。逐步整
合優化我國自動查驗通關系統,並建置下一代自動查驗通關系統,開放
予出境之外籍旅客使用。將逐步汰換原有第一代自動查驗通關系統,建
議新一代自動查驗通關系統,期能包括生物辨識技術如指紋、虹膜和面
部識別,AI 智慧安全檢查以識別潛在風險,大數據分析技術用於自動
化通關流程或審核流程,從而提高效率和準確性。通關閘機以及智慧監
控系統即時監測通關區域。運用科技來精進國境管理,打造安全便捷通
關環境。並能成功整廠輸出海外行銷台灣提昇競爭力。


The automatic inspection and clearance system that combines biometrics for
national entry and exit is the current development trend of international
airports around the world. By combining passports and facial recognition
into a single identity document, subsequent passengers only need to use
facial features as the basis for identification to clear customs and board the
plane. It can be completed, which not only saves the manpower of manual
inspection at airports and ports, shortens the customs clearance time for
passengers, but also allows passengers to have a better customs clearance
experience.
This paper is written in the form of a general paper. Major airports and ports
across the country have gradually implemented automated customs
clearance systems, using a combination of computers and biometric
technology to allow passengers to quickly enter and exit the country on their
own. In recent years, with the development of cross-strait and international
situations, border management and review procedures have been adjusted,
with reference to the innovative experiences in border security management
and customs clearance technology of various countries.
These measures aim to improve customs clearance efficiency and reduce
manual intervention and waiting times, while ensuring border security and
promoting smooth flow of passengers. In the future, continuous
improvement and updating will be the key to keep up with technological
developments and changes in security requirements, and continuously
improve the performance and effectiveness of the automated customs
clearance system. Gradually integrate and optimize my country's automatic
inspection and clearance system, and build a next-generation automatic
inspection and clearance system, open to outbound foreign passengers. The
original first-generation automatic inspection and clearance system will be

gradually replaced. It is recommended that a new generation of automatic
inspection and clearance system will include biometric technologies such as
fingerprint, iris and facial recognition, AI smart security inspection to
identify potential risks, and big data analysis technology. To automate the
customs clearance process or audit process to improve efficiency and
accuracy. Customs clearance gates and smart monitoring systems monitor
the customs clearance area in real time. Use technology to improve border
management and create a safe and convenient customs clearance
environment. And the whole factory can be successfully exported overseas
and marketed in Taiwan to enhance competitiveness.
