從國1中山高速公路完工至今,日益完善的高速公路路網已經成為台灣交通運輸的大動脈,高速公路局營運的核心價值即是維持高速公路的交通順暢。要達到此一目的,高速公路局於施工中規定有各式交通維持設施之設置與高密度的各級交維查核作業,以維持交通之順暢及保障施工人、機之安全。前述之交維設施可概分為夜間警示設施、施工牌面、圍籬護欄、拒馬及輔助設施、施工出入口管制、標記標線等項。
本研究蒐集已完成及部分施工中工程之夜間警示設施交通維持稽核缺失數,與每月降水量及相對溼度比較,嘗試找出其關連性,並針對研究結果,結合實務經驗以提出具體之建議及對策,以對爾後相關研究及交通維持設施管理之落實、夜間警示設施之維護管理等有所改善及助益。
Since the completion of the National Freeway No.1, the increasingly freeway network has become more sophisticated and is the main artery of Taiwan’s transportation. The core value of Freeway Bureau, MOTC is to maintain smooth flow of traffic on freeway. With this goal in all freeway constructions, Freeway Bureau specifies the installation of traffic maintenance facilities and perform substantial traffic maintenance inspections at all levels to ensure the smooth flow of traffic, the safety of construction workers and machine usage. The aforementioned maintenance facilities include but not limited to “night warning facilities”; “constructions signs”; “fences & barriers”; “barricade and auxiliary facilities”; “access restrictions”; “ road markers and marking”.
This research aims to improve the efficiency of night warning facilities maintenance and to enhance the implementation of the management for transportation maintenance facilities. It is designed to find the relevance of impact from weather conditions by comparing monthly precipitation and relative humidity with collections of missing auditing from completed constructions and partial of WIP (working in progress) constructions for night warning facilities. A recommendation shall be presented based on the research finding and practical experiences.
