共享型電動機車能夠同時解決交通壅塞、空氣汙染、騎乘距離與地形限制等問題,是可以用來取代共享自行車系統,滿足運輸系統最後一哩需求的替代方案。然而消費者在選擇使用共享型電動機車時考量因素很多,租賃價格的高低、電量的多寡以及消費者本身的使用目的等都會影響消費者的決策,進而影響共享系統運作的效能。本研究探討如何使用運輸或者電信產業定價時常考量之三部分定價法(three-part tariff)來制定合適的收費機制。本研究透過分析模型推導求解在特定條件下的單一三部分最佳定價,並透過比較靜態分析探討外生變數對於定價決策的影響。本研究同時透過數學規畫及數值分析,考量二個三部分定價、單一三部分定價及吃到飽定價等三種定價結構,比較不同定價結構之效益、辨視影響定價結構之績效的關鍵因素、並探討不同定價結構的使用時機及其管理意涵。
A shared electric scooter system, which can solve problems such as traffic congestion, air pollution, riding distance and restriction of topography, is an alternative to sharing bicycle systems for solving the last mile problem of modern transportation systems. However, many factors (e.g., rental price, amount of electricity, or the purpose of usage) may affect a consumer's decision when deciding whether to use a sharing e-scooter as well as the utilization and performance of a sharing system. This study investigates how to design three-part tariffs, pricing plans that are widely used in transportation or telecommunications industries, for e-scooter sharing systems. In particular, this study used an analytical model to derive the optimal single three-part tariff under specific conditions, and explored the impact of exogenous variables on pricing decisions through comparative statics. Numerical analyses were also conducted by using a mathematical programming model to compare three pricing structures: menu of three-part pricing, single three-part pricing and flat rate. This study successfully identified key factors affecting the performance of different pricing structures. Guidelines were also derived for determining the best timing of the use of different pricing structures.
