對於設計、採購、建造之統包工程,設計有一定的脈絡可尋,依法規、業主規範進行設計工作,採購依設計部門開列出之設備與器材請購書,依採購程序,從詢價、技術審標、商業條款澄清、決標、下訂單、設備器材製造、檢驗、出廠與運送交貨;而建造是承接設計部之工程圖件及採購部門由世界各地送抵工地之設備及器材,依工程圖件按圖施工,經預試車、試車後交業主正式開車投產。
建造工作未開始前之規劃與計劃,假設工程施作及使用機具的準備,瞭解設計圖件及器材採購交付時程以規劃施工順序,整合承包商工作進行及排除工作施行問題,期間均需足夠之整合能力與經驗。工程建造工作期間要隨時多方觀察週邊環境,並應特別注意工程中枝微末節的事情,如疏忽這些問題可能變成棘手難解的大問題,尤其是施工過程中,其作業環境處處有危險因子,時時都有危機的發生,因此建造工地需建立的完整的組織和周嚴的管理,做好人員入場前的安衛環及施工前之專業知識、方法之訓練,才可促使建造工作推行順利。
現閱讀有關工程專案管理文獻,大多以非石化業工程為主,而針對石化業工程承攬廠商所需工程專案管理理論與架構探討較少,因此,現以建造個案來建構完整石化廠統包工程管理的理論與架構,以及建造工程之規劃與執行管理,以提供工程業界建造實務運用之參考,藉此來調整與提昇公司之建造能力及擴大工程承攬範疇。
For EPC turn-key contract of design, procurement and construction, there is always a certain trace to follow in design. Design proceeds designing work based on rules of laws and client’s specifications. According to the listing equipments and material requisitions from design department, procurement follows procurement procedures from quotation, technique bid evaluation, commercial term clarification, final bid, purchase order, equipment manufacturing, inspection, shipping and delivery. Construction is to undertake engineering drawings from design department and equipments plus materials purchased worldwide by procurement department and then to start construction based on engineering drawings; after pre-commissioning and commissioning, construction hands over to clients for formal plant start-up.
During the periods of the planning before construction starting, the preparation of doing temporary facility and using listing equipments, understanding designed drawings and delivery schedules of procured materials in order to plan construction procedure, integrating vendor’s proceeding work and eliminating implement problems, enough integrating capability and experiences are all needed. Multi-observation of surrounding environment and paying much attention to the vital issues during the period of engineering construction are necessary in any time because these will become complicated huge problems if by negligence; especially there are dangerous factors everywhere in working environment; then crises can happen any time during the construction procedures. Hence it is the necessity to establish complete organization and strict plus cautious management, to well prepare safety inspections before entering site and to train professional knowhow plus methods before starting construction in order to facilitate executing construction successfully.
Nowadays the majority of the related documents in engineering project management is non-petrochemical engineering; there are very few researches in the theory and structure of engineering project management needed by sub-contractors in petrochemical industry. Therefore based on my working experience in one construction case, the researcher now builds complete theory and structure of EPC turn-key contract management in petrochemical plants plus construction planning and execution management in construction engineering in order to provide reference guide for practical usage of construction in engineering industry for adjusting and promoting construction ability and expanding engineering contracting scopes in all engineering construction companies.
