1960-1970年代，南機場國民住宅是國民政府來台後改建成眷村，在當時是最現代化的「南機場公寓｣，曾經風華一時，然而如今成為台北市各區中最貧困的一區。一位生長在南機場社區裡的外省囝ㄚ，從小受到鄰居叔叔伯伯們照顧，近幾十年來，眼看社區裡的長輩年長凋零，生活起居，無人照顧，而且里內居民，中低收入戶及弱勢家庭者多，身為里長全看在眼裡。起初以送餐給獨居或行動不便的長者為主，之後他自掏腰包，義無反顧的成立「社團法人台北市臻佶祥社會服務協會」，設置了關懷據點來幫助里內的弱勢群體與長者，解決經濟有困難的里民生活問題，之後成立了全台灣第一間社區型食物銀行，並且成為許多國內、外社區甚至公家單位學習的對象，因此如何成功推動食物銀行的關鍵成功因素，便具有深入探討研究的價值。
本研究以台北市中正區忠勤里南機場幸福食物銀行為研究範圍進行深入研究，首先探討過往有關各國食物銀行的發展及運作模式之文獻，接著進行食物銀行發展背景與概況之介紹與個案分析，再以深度訪談的方式，透過對幸福食物銀行深入研究及實地探訪並訪問之見解，整理出與幸福食物銀行之營運模式與成功因素相關之論述，經與本研究所收集之資料進行整合與驗證，歸納出南機場幸福食物銀行關鍵成功因素與未來發展趨勢，本研究提出下列研究結論：（1）從事非營利組織工作者，不求個人名利、（2）社區多元化經營、（3）營運模式有別於其他食物銀行、（4）募集的物資有賴於固定的大型通路配合、（5）創新多樣的營運資金取得

In the 1960s and 1970s, the National Airport at Nanyuan was converted into a village after the Nationalist government came to Taiwan. At that time, it was the most modern “South Airport Apartment”. Once with great popularity, it was now the most impoverished area among all districts in Taipei City. A foreigner who grew up in the South Airport community has been taken care of by his uncles and neighbors since his childhood. In the past few decades, the elderly in the community have become old, withered, fragile and unattended, and the residents of Rene, are mostly low- and middle-income households. There are many disadvantaged families. At the beginning, the foreigner took meals and gave priority to elders who were living alone or were disabled. Afterwards, he set up his own company “Corporate Legal Society Taipei City Xiangxiang Social Service Association” and set up caring positions to help the disadvantaged groups and elders in the area. After solving the problems of the economic hardship of the residents, the Bank established the first community-based food bank in Taiwan and became the object of study for many domestic and foreign communities and even public organizations. Therefore, how to successfully promote the key success factors of food banks has been explored further in this research in depth.
This study conducts an in-depth case study on the research scope of Zhongxin District Zhongxin District Xingfu Food Bank in Taipei City. It first explores the literature on the development and operation of food banks in various countries in the past, followed by an introduction and case analysis of the development and overview of food banks. Then, through in-depth interviews, detailed study of the Wellbeing Food Bank and the insights from visits and managers on the ground, the dissertation clarifies the discussion concerning the business model and success factors of the Happy Food Bank, and integrates the data collected with the Institute. The verification concludes the key success factors and future development trends of Happiness Food Bank at South Airport. This study proposes the following research findings： （1） Engaged in non-profit organization workers, not seeking personal fame and fortune, （2） Diversified community management, and （3） The business model is different from other food banks, （4） the supplies raised rely on fixed large-scale access, and （5） the innovative and diverse working capital is obtained.
