企業社會責任近年來受全球產官學界的重視，其主要源由係CSR追求企業及關係人的共同價值（Shared Value）及共同利益。同時，長期CSR運作所形成的影響力對全球治理、全球公民社會及全人類福祉有所助益。
因此本研究探討觀光賭場之經濟效益與社會成本中，如何推動責任賭博，以降低賭博造成之社會影響，同時藉由國內外文獻了解企業落實社會責任之過程，並選擇個案進行深入探討，並進一步由深入探討之資料中整合分析，觀光賭場落實企業責任（CSR）之可行性與方法。
當企業責任分三層次推動時，我們檢視世界各國已開放賭場營運的區域，其賭場營運業者所揭示的企業社會責任大多均屬於第一層次或第二層次的社會公益慈善的參與與回饋，並支持相關研究及訓練員工了解責任博彩，還沒有像台達電或Epson切實檢視本身的資源與核心能力，主動解決社會問題，提昇企業的社會貢獻。

Corporate social responsibility has been focused by industry, government and academia in recent year. The main reason was CSR seek the shared Value and common interests of corporate and stakeholders. At the same time, the formation of long-term operation of CSR's influence on global governance, global civil society and the well-being of all mankind be helpful.

This study explored the economic benefits and social cost of casino, and how to promote the responsible gaming to reduce the social impact of gambling caused. At the same time, we understand the corporate social responsibility by literature and select cases to conduct in-depth discussion. Finally, we use the data to integrated analysis, and know casino how to implement corporate social responsibility.

When CSR divided into three levels and promoted in enterprises, we looked over the countries all over the world had already opened the area operated in gambling , the gaming operator announced its CSR policy mostly level I or level II charitable participation and feedback, supported relevant research and the training staff to understand responsible gaming , has not looked like the Delta or Epson look over own resources and key ability conscientiously, solve the social concern voluntarily, promote the social contribution of enterprises.
