"民國93年起行政院經濟建設委員會公布「六大新興產業」 施政方案，該策略以輔導產業創新突破，藉以因應節能減碳、人口老化、創意經濟興起等世界趨勢，並同時強化我國企業的核心競爭力。「六大新興產業」中的醫療照護產業以打造台灣醫療服務品牌為目標，並將智慧醫療服務列為重要施政項目之一。
而民國101年起全國護理人力短缺問題逐漸躍上各主要媒體頭版，「血汗護士」議題一夕之間成為全國關注的焦點。財團法人國家政策研究基金會榮譽政策委員 趙麗雲(2013)所發表的《我國護理人力資源管理問題淺析》 研究報告中，明確地指出工作量過重與工作環境的不友善，是造成護理人力短缺的兩個重要因素。
既已推動智慧醫療，又是什麼造成護理人力短缺呢？是否智慧醫療服務無法如預期地降低護理人員工作負荷？如何透過我國優秀的資通訊技術(Information and Communication Technology, ICT )，實質地改善醫護環境？本研究將以軟體發展生命週期Software Development Life Cycle方法，將ICT技術應用於醫護環境實際需求，並評估對醫護人員工作環境及工作量所產生的影響。"

""Six emerging industries"" in the health care industry to create Taiwan's medical service brand as the goal, and the smart medical services as one of the important policy items.
In 2012, National nursing manpower shortage gradually leapt to the front page of all the major media become the focus of national attention between ""sweatshop nurses' issues overnight. Institute for National Policy Foundation Honors Policy Committee Li-Yun,Zhao published in 2013 ""The analysis of human resources management of nursing issues"" research report clearly pointed out the workload is too heavy and unfriendly work environment are two important factors of causing nursing labor shortages.
What is causing the shortage of nursing manpower when it has already leaded into smart medical? Is because of smart of medical services can’t be expected to reduce the workload of nursing staff?How to substantially improving the health care environment through our excellent ICT (Information and Communication Technology)? This study will be showing Software Development Life Cycle approach to ICT technology apply to the actual needs of the health care environment, and assess the impact of the medical personnel work environment and work loading hile arising."
