根據2022年經濟部中小企業處的中小企業白皮書統計資料顯示，2021年台灣中小企業家數占全體家數達98%以上，同期的就業人數也近920萬人，達80%強，在銷售金額上創造出26兆，比重達53%，顯示台灣中小企業整體成果對疫情重創全球經濟的情境下，仍積極地活絡整體經濟發展，確實為當前台灣經濟穩健發展的基石。
在這亮眼的成績背後，其實中小企業個體的經營發展卻是十分艱辛，多數中小企業於發展規模稍有成長後，就會面臨領導者的經營理念無法透過有效的溝通與行動建置出明確的企業使命與願景來持續穩定發展，以致後期經營成果日趨衰退，無法重現往日榮景的窘境。
因此，本研究以有中小企業奧斯卡獎之稱的國家磐石獎為標的，將自2017至2021年間55家獲獎的標竿企業作為研究對象，觀察這些標竿企業在企業願景的設定及各公開資訊類型內容，進行整合與分析歸納出共同關鍵字，同時本研究也將歸納出關鍵字進行近年台灣中小企業產業發展趨勢的關聯性探討。
研究結果發現，這55家獲獎企業在經營理念、企業使命及企業願景這些面向設定的關鍵字分析係以「快速」導向為「服務」為主。這兩組關鍵字在年度與近期產業發展趨勢分析下可以發現確實有與時俱進的正相關發展。

According to the statistics from the Small and Medium Enterprise (SME) White Paper of the Ministry of Economic Affairs in 2022, In 2021, the number of SMEs in Taiwan accounted for over 98% of the total, with nearly 9.2 million employees were hiring, representing over 80% of the workforce. These enterprises also generated sales of 26 trillion, accounting for 53% of the total, demonstrating that despite the global economic impact of the COVID-19 pandemic, Taiwan's SMEs have remained active and contributed significantly to the overall economic development, serving as a cornerstone for Taiwan's stable economic growth. However, behind these impressive achievements, the individual operations and development of SMEs have been challenging. After achieving a certain level of growth, many of these enterprises face difficulties in maintaining their upward trajectory due to ineffective communication and action in establishing clear corporate missions and visions. As a result, their later development tends to decline, and they struggle to regain their past glory.

Therefore, this study focuses on the National Award of Outstanding SMEs, also known as the "Oscar" for SMEs, and examines 55 benchmark enterprises that have won the award from 2017 to 2021. The study observes the integration and analysis of these benchmark enterprises' vision and various public information types to identify common keywords. The study also explores the correlation between these keywords and recent trends in Taiwan's industrial development.

The study found that these 55 award-winning enterprises primarily focused on "SERVICE" and "QUICK" in their business philosophy, corporate mission, and vision. These two sets of keywords have a positive correlation with the current and recent trends in Taiwan industrial development.
