公共工程整體進度時程如何管控至為重要，本研究係以內政部營建署自民國九十二年二月起所實施之「公共工程全程要徑管控作業」為個案研究案例，藉由對其內部與實際推行此管控機制有關人員所做的問卷調查與人物深度訪談，以瞭解該機制之實施緣由與管控機制，並分析其執行迄今之優缺點、成效、與問題所在，且歸納出在公共工程生命週期各階段中，各作業項目對於工程整體進度時程所會造成之影響程度。
本研究結果顯示，為有效改善工程整體進度時程，以提昇年度預算之執行率，實施公共工程全程要徑管控作業確有必要，而本研究所歸納出之公共工程生命週期各階段中影響程度較大之作業要項，亦就是公務部門於執行工程整體進度管控時所應著力的重點所在。
藉由對個案機關的研究，亦可觀微知著，瞭解目前國內公共工程在執行時所常遭遇到的問題與困境。本研究結果除可供個案機關做為爾後繼續推動或調整是項管控機制之參據外，並可供其他公共工程專責或主辦機關於執行工程整體進度管控時之參考。

It is very important to control the integration schedule of public construction. The objective of this thesis is to explore the interactions and influences among the procedures in all stages in the lifecycle of a public construction, and also to analyze their consequences to the integration schedule of a project. This research is based on the case study of the “Procedures of whole-course critical path controlling methods for public construction” which was brought into practice by the Construction and Planning Agency, Ministry of the Interior, since February 2003. In this research, a detailed survey had been taken in the study case, by both questionnaire and in-deep interview with the people who are practically in charged of or function the controlling methods, in order to realize the detailed procedures as well as the purposes and goals of these procedures. And, the results of this research come out from deeply analyzing the pro-and-con of the methods taken in the study case, the achievements and effects after implemented, and their key success factors.
The results of this research show that it is essential to take the whole-course critical path controlling methods for public construction to improve the project control and also to enhance the efficiency of annual budget execution. The critical items, which have been concluded and highlighted in this research, are indeed the key points that the relative governmental departments need to focus on when doing the project control.
In the meantime, from the case study in this research, the key difficulties and major issues of the project implementation for public construction in Taiwan have also been pointed out. The results of this research can become referential guidelines for relative governmental departments to plan and administer the efficient schedule control of construction projects in the future.
