高房價高租金時代，企業在成本控制均以Cost down 為營利手段，因此如何藉由採購發包時運用不同策略模式，以有效縮短工期，讓企業於競爭環境下採取適當之經營策略。本研究擬以產後護理之家設置為研究對象，探討其室內裝修工程發包模式（分包或統包）對於實際裝修成本及工期的影響。具體而言，本研究的目的有二：
1.回顧產後護理之家的產業發展，調查業者在設置產後護理之家時的考量因素。
2.搜集產後護理之家個案資料，進行不同室內裝修工程發包模式之時間成本差異性分析。
本研究採用訪談及個案研究之研究方法，進行研究、產出成果。首先，本研究發現產後護理之家的設立家數、床數隨著孕齡婦女生育年齡增加蓬勃發展。即便生育率下降，入住場後護理之家進行產後調養的媽媽。日數平均增加，入住日數平均也增加了。顯示產後護理之家的需求正逐步上升中。
產後護理之家屬於醫療服務類，選址時需特別留意土地使用區分可設置類別及建築物使用類，尤其面積大小牽動使用類別【F1/H1類】需注意需求與標的物硬體條件及解決方式。
其次本研究亦發現隨著發包模式的不同，服務內容及作業流程的差異對於費用成本及時間成本有顯著的影響。招標策略均須綜合考量工程主辦機關自身條件、標案特性等，搭配盡責專業團隊，才能造就一個成功案例。

Abstract
In the era of high housing prices and high rents, companies use Cost down as a profit method for cost control. Therefore, how to use different strategic models during procurement and contracting to effectively shorten the construction period and allow companies to adopt appropriate business strategies in a competitive environment. This study intends to take the postpartum nursing home setting as the research object, and explore the influence of its interior decoration project contracting mode (subcontract or turnkey) on the actual decoration cost and construction period. Specifically, the purpose of this research is twofold:
1. Review the industrial development of postpartum care homes, and investigate the factors that the industry considers when setting up postpartum care homes.
2. Collect case data of postpartum nursing homes and analyze the time cost difference of different interior decoration project contracting modes.
This research adopts the research methods of interviews and case studies to conduct research and produce results. First of all, this study found that the number of post-natal care homes established and the number of beds are booming with the increase in the reproductive age of women of gestational age. Even if the fertility rate declines, the mothers who move into the nursing home after delivery. The average number of days increased, and the average number of stay days also increased. It shows that the demand for postpartum care homes is gradually rising.
Postpartum nursing homes belong to the category of medical services. Pay special attention to the land use category and building use category when selecting the site, especially the size of the area affects the use category [F1/H1 category] Need to pay attention to the requirements and the hardware conditions of the subject and the solution Way.
Secondly, this research also found that with the different outsourcing modes, the difference in service content and operation process has a significant impact on the cost and time cost. The bidding strategy must comprehensively consider the project sponsor’s own conditions and the characteristics of the bid, together with a dedicated professional team, to create a successful case.
