The main issue of housings and settlement in Surabaya is the low fullfilment of adequate and affordable housings. It leads to settlement quality degradation because of the existance of a vary area of slums in the city.
Rusunawa is a rental public housing which is totally managed by Surabaya City Government. It is believed to be one of the reliable solutions in providing adequate housings for the low income people and preventing slum area expansion. As the aims of rusunawa development are to provide adequate housings and to decrese slums, the management programs of rusunawa plays an important role to achieve this aim, that is to fulfill the need of adequate housings, which are comfortable and healthful for its inhabitants. Therefore, the building condition monitoring and inhabitants feedback are important values to be regularly noticed for improvement.
The objective of this study is to conduct a post-occupancy evaluation of the management programs on rusunawa to examine the current sufficiency and optimization of its implementation in order to create adequate housing. Three different cases of rusunawa were selected based on the different group of price range and there are 90 respondents, who are the inhabitants of the observed rusunawa, were reviewed using questionnaire. The study underscores the need to consider relevant factors emanating from studying the inhabitants (users) response for public housing improvement and development in Surabaya.
