  • 近年來企業面臨全球化競爭的挑戰,為提高企業競爭優勢,必須將傳統以採購為成本中心的作業觀念,發展成為以供應鏈管理為重心之策略經營理念;藉由供應鏈強調專業分工與互助合作的特性,降低營運成本與提高經營績效,進而快速滿足多樣多變的顧客需求。由於供需角色在立場與心態上的轉變,企業為充份發揮供應鏈之特長,必須與供應商建立長期可靠的夥伴關係,以利往後採購頻率的與日俱增。顯而易見的,供應商評選是建構供應鏈體系的核心要務,而供應績效衡量則是執行供應商評選與建立長期夥伴關係的首要工作,其重要性自然不可同日而語;再者,除了供應商本身的供應行為,對於績效衡量的結果產生影響之外,企業的經營策略與產品定位亦會造成舉足輕重的影響。
    然而,由於供應行為具有不確定性與不精確性,因此本研究將建構以產品生命週期為策略導向之多變數、多尺度與多準則之供應績效多屬性衡量模式,以協助企業在模糊環境下,篩選出符合企業現行產品策略之供應商順位。模式中考量研發、成本、品質、服務與反應等重要屬性,並以數值變數、語意變數與2-tuple語意變數來呈現各屬性內之供應行為,以建構供應績效多屬性矩陣,再透過模糊語意量子導引之多準則整合運算子,分別以數值整合、語意整合與2-tuple語意整合等三種方式決定整體供應績效。
    最後,再以案例方式依變數類型與整合方式的差異,分別針對本研究所提出之五個供應績效衡量模式,詳細說明各模式實際應用之完整過程。


    Due to rapidly growing global competition, enterprises are increasingly focusing on their own core competencies. Thus, a focal company frequently faces the challenge of creating alliances with different suppliers to achieve outsourcing synergy and provide heterogeneous products for customers. Moreover, it is crucial to nurture integration abilities of supply chains so that supplier capacities can be integrated to increase competitive advantage for the entire supply chain. Simultaneously, shorter product life cycle gives the focal company little chance to replace a new supplier if the selected one is found to be less productive than originally thought. An effective performance measurement process for finding appropriate suppliers that meet all objectives of the focal company becomes crucial to the success of the whole supply chain.
    Thus, this study constructs the strategy-oriented multiple attribute measurement model for supply performance with multi-variable, multi-scale and multi-criteria based on the different phases of product life cycle to express the uncertainty and inaccuracy of supply behaviors, and also helps enterprises determine the priority order of qualified suppliers under the fuzzy environment. The proposed model considers attributes on R&D, cost, quality, service and response, and supply behaviors. Each individual attribute is expressed as numerical, linguistic or 2-tuple linguistic variables. Meanwhile, the fuzzy linguistic quantifier guided multi-criteria aggregation operator is used to aggregate the numerical, linguistic or 2-tuple linguistic variables so as to decide the supply performance of each supplier.
    Finally, numeric examples of five proposed evaluation models, distinction from variables and aggregation operators, are computed to demonstrate the aggregation procedure in detail.
