隨著健保制度的上路與人口結構的改變等因素,導致台灣醫療產業不斷面臨著資源緊縮的新挑戰。醫院為了達到永續經營,開始整合資源並運用資訊科技來改善效率,迎合新服務類型的需求,以突破經營瓶頸並獲取營運優勢,使醫療產業能成為更有效能的行業。
這些改變考驗著醫院的營運效率與服務能耐,更挑戰資訊部門除了解決日常營運上的問題外,還必須跟進經營策略的需求。本個案描述彰化基督教醫院資訊部門因健保制度與體系擴大等因素,面臨了系統平臺的更換與應用系統的轉型。而在這過程中,資訊部門如何建構出最有成本效益的IT系統,以協助醫院擴展體系之需。
藉由資訊部門與各單位之間的互動,來共同創造作業流程與系統,以提升醫療服務人員的品質、效率與醫院的競爭力,並作為進入國際醫療服務的重要元素。本個案可用於討論資源基礎理論、價值共創與商業模式等相關議題。通過本個案的探討,將可以更了解彰基醫療IT服務的應用模式。
With the healthcare system commencing and the population structure changes which results in Taiwan's medical industry constantly facing new challenges from resource crunch. To achieve sustainable development, hospitals began to integrate resources and use of information technology to improve efficiency that can meet the needs of new types of services. In the other words, IT helps the medical industry not only breaks through the bottleneck and gain operational advantages but also makes it an efficiency industrial.
These challenges are testing hospitals’ operational efficiency and service capability. Especially in IT departments which not only to solve problems on daily operations but also follow the needs of the business strategy. In this study, we describe the case of Changhua Christian Hospital’s IT department who was suffering the IT platform change and the application system’s replacement due to healthcare system’s challenge and the expansion of the hospital architecture. We discuss how the information department to construct the most cost-effective IT systems to assist hospital system's expansion needs during this process.
Interacting between information department and others to work together to create processes and the system to enhance the competitiveness of the quality on medical service, efficiency and the hospital, and as an important element to enter the international. This case can be used to discuss the resource-based theory, value of co-creation, IT-business models and other related issues. By discussing this case, it will be able to better understand the IT service and application model in Changhua Christian Hospital.
