本研究緣起於變電所因鄰避(LULU)特性產生民眾衝突,故藉建築設計手法以降低對周遭環境的負面衝擊。有別於一般完全以回饋金處理方式,更直接而具體改善周遭居民的生活環境。然思考該類型建築在地方所應扮演的角色後,最終仍應將建築設計的本質反應於社區生活及民眾福祉。於此,更進一步思考該類型建築在未來設計發展上的技術議題,盼能尋求建築機能與環境融入兼具的設計對策。
本文以「鄰避設施」特性為設計思考原點,並以國外相關工程案例及台灣變電所工程實例為主軸,就變電所建築敷地設計及建築主體設計技術進行探究。採案例分析及技術訪談等方式歸結影響變電所建築設計的重要議題,提出以下議題範疇及相關結論與建議:
1.議題範疇
(1)變電所法定空地設計思考:包括圍牆設置的必要性、法定空地設計配合社區營造工作的可能性及確保變電所設備安全性、法定空地開放社區使用後的管理維護方式、公部門土地產權歸屬與責任釐清、行政作業與設計介面整合等。
(2)變電所主體建築設計技術思考:包括外殼空間系統的建構、快速工法應用、無樓板結構系統(純構架)設計、立面構材乾式施工及室內裝修必要性之探討、進排氣路徑合理性探討、動線系統的轉變、結構系統提升與使用性能探討、發包方式及內容的調整,與範疇界定等。
2.結論與建議
(1)鄰避性設施建築(如變電所)及其法定空地應考量地方環境需求設計,提供社區適切的活動資源、塑造環境景觀及提供活動趣味性,設計上應兼顧使用管理及安全性,同時配合社區營造工作推展,減輕鄰避設施對環境影響的負面因子。
(2)變電所建築應具示範性,兼具建築機能與環境融入之特性,且設計技術發展可由社會環境因素及機能使用二方面出發,持續發展及整合所需的設計技術,提升工程品質,並複合其他建築機能,或採多目標使用方式,推動能源型工程永續發展。
The origin of this study is the civilian conflicts cause by the LULU (Locally Unwanted Land Uses) issue of substations. We hope that using architectural design techniques will reduce the disadvantage appeared in our surrounding environment. Not like the mode of giving feedback money to our neighbors, we try to improve the living environment of our neighbors directly and tangibility. After considering the role of those facilities of this kind, we know that the essence of architectural design should be eventually reflected on the living welfare of communities. As a result, we try to think about the technique issues of design development further and find out a design strategy which can synthesize the function of architecture and surrounding environment.
The study will focus on the LULU issue of substations that lies at the starting point of substation design concept. By reviewing international and local substation, the study examines substation building design and site planning as well. We adopt the methods of case study and technique interview, and summarize the important issues of substation architectural design. We propose design issues, conclusions and suggestion as follow:
1. Design issues
(1) Statutory vacant space of substation:
Including the necessary of an enclosing wall, the possibility of statutory vacant space take part in community development, the security of substation equipments, the maintenance and management of statutory vacant space which is open for public use, the property right and the duty of public land, the integration of administration operations and design interface, and so on.
(2) Substation building design techniques:
Including the construction of envelope system, the application of fast construction, a design about the structure system without floor slab (pure structural frame), the dry wall system and the necessary of interior decoration, the rationality of intake and exhaust system, the alteration of circulation system, to improve the structure system and the practical properties, to examine the rationality of contract out, find out the issue boundary, and so on.
2. Conclusions and advises
(1) The design of LULU facilities (like substation) and it’s statutory vacant space should consider neighborhood environment. We have to provide landscape and activity resources which are applicable and interesting for our communities. We should also attempt to take part in community development, and reduce the disadvantage appeared in our surrounding environment.
(2) Substations need to be shown as an example for other LULU facilities and synthesize the function of architecture and surrounding environment. The design techniques of substations should set out both from social circumstances and functional requirements. By developing and strengthening the appropriate design techniques, substations could get further united with other architectural functions or multi-purpose usage which will advance the sustainable development of energy engineering.
