3GPP 工作組分為 TSG-RAN、TSG-SA 以及 TSG-CT 三大領域。TSG-RAN 主要負責無線接入網路相關的內容,TSG-SA 主要負責業務和系統概念等相關的內容,TSG-CT 負責核心網和終端裝置等相關的內容。其目標是期望在短時間內推動5G的商業化。2018年6月13日,第80次TSG-RAN會議正式發表了5G標準-獨立組網(SA: Standalone)方案,確定了3GPP R15是5G第一版成形的商業化標準,至此揭開了5G商業化的序幕。
根據市場調研機構IHS Market出版《5G經濟》報告的預估 “5G產業到了2035年將為全球市場帶來13.2兆美金的產值,5G價值鏈也將創造2230萬個工作崗位”。面對此龐大發展機會,本文將以個案研究方式並透過一系列的分析工具為個案公司面對5G市場的競爭、快速的變化與中美貿易大戰的影響,尋找產品定位以鎖定目標市場,並藉由技術與產品的布局、建立客戶關係、取得目標市場成果,提出研究的建議與發展策略。
研究內容首先掃描5G市場總體營運環境 (PEST ),利用五力分析與SWOT分審視個案公司發展產品的內部與外部競爭力,並透過創新擴散曲線、產品生命週期與BCG矩陣找出正確的產品布局方向。其次透過分析各國頻帶發照進度、各電信運營商布局進度與所處的優劣勢、衝刺服務潛力與營運方向來找到目標市場。接著透過蒐集及彙整目標市場先行運營商與各種5G展覽的文宣資料,進行分析、歸納與預測在未來的潛力焦點市場,深入並積極的支持運營商進行技術產品合作,進而了解其需要被解決的技術缺口和機會;以此利用技術研發藍圖(T-plan) 滾動式規劃未來三年契合市場需求的「5G FWA」產品組合方案之關鍵技術與發展策略,強化產品技術服務來建立客戶關係與夥伴關係並整合關鍵資源與技術,找出團隊對於市場的價值,確定市場區隔方向。針對上述個案研究結果,本文提出對實務運作的管理意涵與具體建議,以供實務運用與後續研究之參考。


The 3GPP working group is divided into three areas: TSG-RAN, TSG-SA and TSG-CT. TSG-RAN is mainly responsible for the content related to the radio access network, and TSG-SA is mainly responsible for the content related to business and system concepts, and TSG-CT is responsible for the content related to the core network and terminal devices. Its goal is to promote 5G commercialization in a short time. On June 13, 2018, the 80th TSG-RAN meeting officially announced the 5G standard-independent networking (SA: Standalone) solution, it is determined that 3GPP R15 is the first 5G commercialization standard, so the prelude to 5G commercialization has begun.
According to the estimate of the "5G Economy" report published by the market research organization IHS Market, "The 5G industry will bring the output value of 13.2 trillion US dollars to the global market by 2035, and the 5G value chain will also create 22.3 million jobs." Faced with this huge development opportunity, this article will use case studies and a series of analytical tools for case companies to face the competition in the 5G market, rapid changes, and the impact of the U.S.-China trade war, look for market-oriented product positioning, and through technology and product deployment, establish customer relationships and obtain target markets, put forward research suggestions and development strategies.
The research content first uses PEST to scan the 5G market environment, and use Porter five forces analysis and SWOT to examine the internal and external competitiveness of the case company's product development. And through the Diffusion of innovations, product life cycle and BCG matrix to find the direction of product development. Second, by analyzing the progress of 5G band licensing in various countries, each telecom operator's deploy progress, position advantages and disadvantages, service potential and operation direction to find the target market. Then, by collecting and compiling the promotional materials of the leading operators in the target market and various 5G exhibitions, analyze, and summarize and predict the potential key markets in the future. In-depth technical product cooperation with operators and understand the technical problems that need to be solved and find potential business opportunities; Finally, use the Technology Road-mapping (T-plan) to plan the key technologies and development strategies of the "5G FWA" products to meets market needs in the next three years, strengthen product technical services, establish customer relationships and partnerships, integrate the company's key resources and technologies, find out the value of products to the market, and determine the direction of the market. In response to the above case study results, this article puts forward management implications and specific suggestions for practical operations, for practical reference and follow-up research.
