隨著社會、經濟及自然環境快速變遷，造成各種不利於政府部門施政之風險日益增加，政府在錯綜複雜的施政當中，必須承擔許多類別的風險，特別是政策錯誤或決策研擬不當所造成的衝擊更是嚴重，倘於公共建設政策擬定之階段可及早導入風險管理概念，有效降低風險發生之可能性，並減少或避免風險之衝擊，應可以大幅降低或管制風險事件的發生。
有鑑於國際標準組職於2009年公布之「ISO 31000：2009標準」，將風險管理標準化，本研究將參考「ISO 31000：2009標準」，整合現有我國之「風險管理及危機處理作業手冊」，建構整體性政府風險管理模式，並以內政部營建署為例藉由導入風險管理模式將風險管理的觀念與方法，有效融入政府部門之日常作業及決策運作，提高機關風險管理意識，期望幫助行政機關瞭解與管理施政之主要風險，減少或避免風險之衝擊，降低財務損失、提升運作效益、達成施政目標。

With the rapid change of social, economic and natural environment, a variety of risks disadvantageous to government departments raise increasingly. Among complicated administration, governmental departments have to undertake numerous categories of risks. Among all kinds of risks, the impact caused by policymaking mistakes or improper decision-making is much more serious. If the concept of risk management can be directed in the phase of construction policy formulating as early as possible, reducing the possibility of risk occurrence and avoiding the impact of risk, it should able to substantially decrease or control the risk events.
In view of the “ISO 31000 Risk Management Standard” announced by international standards group in 2009, it standardizes risk management. This study will refer to “ISO 31000 Risk Management Standard”, then Integrate our existing "Risk Management and Crisis Management Operations Manual", and expect to construct an integral government risk management model. The study will take “Construction and Planning Agency, Minister of Interior (CPAMI)” for example, hope to increase the awareness of risk management in government institutions, and integrate the risk management concepts and methods into government daily work and policy- making operation by bring in risk management model effectively.
The purpose of the study is to help government institutions understand and manage the principal risks of implementing policies, then reduce or avoid the impact of risks and financial losses, so that governmental institutions can improve operation efficiency and achieve policy goals successfully.
