本文針對我國港埠事業機構臺灣港務公司為研究對象，以質性研究為基礎，運用蒐集初級與次級資料輔以深度訪談進行個案研究。藉由分析航港體制在政企分離變革後，說明臺灣港務公司如何因應內外部環境提出短中長期策略，以作為提升港埠競爭力與港口經營之參考依據。研究結果發現，營運績效方面，臺灣港務公司有較佳之成本控管能力；營運策略方面，臺灣港務公司除了以「強化本業」、「搶攻自貿」、「發展都會港岸」與「優化人力」應對挑戰外，為提昇我國港埠國際競爭力，本研究建議臺灣港務公司如下：應訂定明確績效考評機制、加速企業化經營型態、持續朝國際港務集團多角化發展、鬆綁相關法規並與對岸協商。

This research selects public port institution, TIPC (Taiwan International Ports Corporation) as the case subject. Research methods based on the qualitative research, used primary material and the secondary material as collecting and case study interview. This study analyzes how TIPC develops short-term and long-term strategies to overcome external and internal industry environment changes after the separation of the administration and business operation of maritime and port functions, and provides recommendations to enhance the competitiveness of Taiwan's international commercial ports and the operations of ports. The conclusions of the study are as follows: TIPC is good at cost control in business performance. In business strategy, TIPC overcomes the challenges by “Strengthen Core Business”, “Expand Free Trade Zone”, “Develop Harbor City Environments”, and “Refresh Human Resource”. To recast Taiwan's globally competitive business, this study’s suggestions for TIPC are as follows: establish the concrete key performance index, speed up instillation of entrepreneurialism into operations, create exceptional port facilities of business diversification, streamline and relax rules and regulations and keep negotiation with Mainland China.
