機關資訊委外除將資訊發展(如資訊人員管理、資訊技術等)移給廠商外,同時也面臨廠商技術能力、時程控制、人員異動及費用等不確定問題,這些都是專案時程能否如期完成的重要因素,如期、如質永遠是公務機關最重要的衡量指標;此外,軟體成本計算的低估及成本控制等問題,也是政府機關資訊業務委外能否順利完成的變數。降低資訊委外的風險之因應措施為:
一、慎選委外廠商:政府採購法規定透過評選的方式選擇優良廠商,平常與優良廠商(品質、時程管控、創新能力)維持良好的互動關係,主動邀請優良廠商參與投標,以增加評選對象的選擇性。
二、提出規格與需求:事先提出明確規格及需求(合理的凍結需求),規範廠商必須提供的服務,廠商據以預估成本及開發時程,提高成功的機會。
三、編列合理的預算:資訊系統開發係屬智慧財產之創作,且業務單位的需求日趨複雜,成本估算不易,造成機關與廠商間認定不一。因此,應編列合理的預算,以提升軟體品質為導向,創造雙贏的軟體委外環境。資訊人員應積極扮演更重要的角色,協助業務單位將需求明確化,建構適當的資訊基礎設施、提供技術諮詢建議等,才能確保資訊委外的順利完成。
政府推動資訊委外政策,現階段著重於經濟因素的考量,亦即成本的節省。更重要的是透過委外的實施,借助委外廠商提供創新的動力,促使政府機關能提供更多創新的服務。這是本研究的個案在政府資訊委外服務中較為少見的成果,期盼往後政府資訊委外能持續邁向創新的願景。

Third, the provision reasonable budget: Information systems development is the creation of the Department of Intellectual Property, and the increasingly complex needs of the business units, cost estimates difficult, resulting identified between different agencies and vendors. Therefore, you should enlist a reasonable budget, to improve software quality-oriented, and create a win-win software outsourcing environment. IT staff should actively play a more important role in helping the business units will demand clarification, to construct the appropriate information infrastructure, providing technical advice, etc., in order to ensure the successful completion of IT outsourcing.
Government to promote IT outsourcing policy considerations at this stage to focus on economic factors, namely cost savings. More importantly, through the implementation of outsourcing, with outsourcing vendors to provide the impetus for innovation, prompting government agencies to provide more innovative services. This is the case in this study in the government information service outsourcing relatively rare outcomes, looking back the government can continue to move towards the vision of IT outsourcing innovation.
