我國技師制度之主管機關，行政院公共工程委員會(簡稱工程會)自接掌技師法以來，致力於技師制度之改善。工程會除分階段修訂技師法及其相關子法外，為健全技師制度之管理，提升工程品質與確保公共衛生安全，於91年7月3日與內政部等7部會署會銜發布「公共工程專業技師簽證規則」，自同年10月1日施行。
簽證規則實施已逾4年，機關或技師確實依規定辦理簽證者固所在多有，惟仍有許多技師未落實執行，簽證工作流於形式，無法發揮其應有功能，亟待檢討改進。為確保技師簽證服務品質，本研究旨在規劃技師辦理公共工程簽證之品質評鑑架構，以落實技師專業責任，發揮設置專業技師之目的與功能，促進工程技術服務優質化，以提升工程建設品質，期使技師制度符合社會及經濟發展之需要。

本研究成果報告包含下列主要內容：
一、探討公共工程專業技師簽證品質評鑑架構，以落實技師專業責任。
二、依據建立之評鑑架構，試辦公共工程專業技師簽證品質評鑑。

Since the transferring of authority on the regulation system for professional engineers in 1980s, the Act of Professional Engineers in Taiwan is ruled by the Public Construction Commission (PCC), Executive Yuan. In recently years, facing the constant change of social and economic environments, PCC has dedicated its administration power in continuous improvement of the effectiveness of the Act. Aiming to raise the quality of engineering service and to ensure the public health as well as security for public works, the regulation on the use of signature, seal and documentation procedures has been promulgated on July 3, 2002 and enforced from the date of October 1, 2002.
It has been four years since the enforcement of the signature, seal and documentation procedure regulation. Although the regulation has been abided by most of the agencies and professional engineers, several defects and quality issues have caught public concerns on the public welfares that were expected to the results from the regulation. Some practicing professional engineers might not fully attend to the verification and approval process when they thought themselves as followers of the regulation. The objectives of this research are several folds: to establish an assessment system to evaluate the quality of engineering works and documents, and to ascertain professional responsibilities on practitioners. Based on the outcome of this research, PCC will be able to upgrade the quality of engineering service provided by professional engineers. It is expected that the implementation of this research recommendation will enhance an improved practice environment and superior construction of public works for further economic development.
The objectives and primary tasks of this study are the following:
1. In research of the assessment mechanism for the verification and approval process adopted by professional engineers, and drafting a guideline to assess the quality of the service by professional engineers so as to assure their professional responsibilities in practice.
2. Based on the assessment, to elaborate the assessment of verification and approval by professional engineers.
