都市更新為國家永續發展重要之一環，近年來政府積極推動都市更新。然而，目前由公辦都市更新案件實際招商成功案件並不多。因此，如何從現有公辦都市更新案件中，篩選出容易招商成功之案件優先執行，以增加都市更新執行績效成為政府必須面對之課題。本文從政府角度切入，分析何種因素會使實施者積極參與公辦都市更新案件之招商，利用資料包絡分析法之多目標決策之特性，將先前分析所得之因素作為評估指標，來評估公辦都市更新案件之推動順序，以供相關單位作為招商順序之參考。研究結果顯示本文所分析而得之推動順序，排序為前二之案件目前已招商完成，有符合實際情形。

Urban renewal is a key factor of urban sustainable development. In recent years, the government has aggressively enforced urban renewal projects in Taiwan, but the successful business investment projects are not satisfied so far. Therefore, it’s an important issue to select the right and easily succeeded projects from the government-led urban renewal projects. From government’s perspective, this study first analyzes what factors influence the urban renewal practitioner’s desire to invest. Then this study uses previous analyzed factors as data envelopment analysis indicators to evaluate the prioritization of government-led urban renewal projects. The research result can offer relative organization a reference for business solicitation. Through the case studies presented in the study, the suggested projects’ prior projects are now successfully business-solicited. This result matches the real case.
