擁有國際語言的能力是現代人必備的條件，而現今社會不論是公司行號或者學校，對於語言能力的要求皆越來越高。因此，增進自身的語言能力相對變成了一個重要的課題。同時由於科技的進步，使的學習突破了以往的傳統方式，讓學習者可以不受時間地點的影響進行學習，並且利用社群網路達到資訊分享的概念。
本研究透過目標設定理論、語言學習策略、社群學習、同儕學習的理論探討，並透過系統分析、系統設計、資料庫設計後，建置英語學習目標管理系統。透過系統來幫助學習者進行語言學習上的規劃和學習，進而達到英語成效提升的效果。
研究的主要貢獻為(1)提出英語學習目標管理系統雛型架構：根據文獻的理論依據及系統分析，建置出幫助學習者進行規劃和學習的系統。(2)系統目標設定和回饋提醒功能對學習者產生正面影響：目標的設定能讓使用者有遵循的方向，系統的信件提醒能讓使用者達到反思並且調整自身學習的效果。(3)模範讀書計劃與好友激勵對使用者產生正面影響：透過模範讀書計劃的參閱社群好友的提醒，讓使用者達到自我激勵、檢討自身讀書過程的效果。

As globalization is increasing readily in today’s world, the level of second language achievement people expect to have has become way higher than the past. English ability now is the basic qualification of many companies’ hiring criteria. All of us have no choice but to increase our language ability.
This study is written based on the theories of Goal Setting, Language Learning Strategies, Social Network and Peer Learning. We designed an English Ability Enhancing System that would offer the users technical and theoretical aid during their learning process. Technical skills involved in developing the system includes system analysis, database designing and web programming.
There are three contributions to this study. (1) Developing a Goal Management System for English Learning to help learners design their study plan. (2) Goal setting function and progress reminding function generate positive effect on user’s learning. (3) The Model Plan function and Friends Encouragement function will give users feedback about their learning situation and strengthen their motivation.
