本論文探討台灣朝向高齡化社會後因應龐大的長期照顧服務需求而生的新創企業如何在長照浪潮下精實創業（lean startup）從「零到一」的歷程，然而長期照顧政策尚未明確長照 2.0 卻倉促上路，使地方資源無法配合，人力與配套措施也不到位(RichtPlus編輯部, 2020)，充滿了無數不確定因素使得資源相對匱乏小型新創公司面臨組織內部與外部衝突不斷的挑戰；於2015年6月3日公布長期照顧法(簡稱長照法)其立法之完成代表長照發展邁向新的里程碑內容涵蓋長照服務內容、人員管理、機構管理、受照護者權益保障、服務發展獎勵措施五大要素，衛生福利部亦將秉持政府與民間共同參與之原則使得公司或商號者及小規模多機能服務取得法源依據參與長期照顧服務產業(護理及健康照護司, 2015)，本文個案新創組織決定創業挑戰長期照顧服務業。
文本部份以新創公司實際執行過程所發生之衝突管理議題開展常見之新創 組織內外部衝突、策略管理決策、政府長期照顧政策、各地方政府各局處行政處置對長期照顧產業的影響等議題。期讓個案學員了解，面臨新創組織之內外部衝突管理與執行策略管理時的決策過程、及小型長期照顧機構因自身資源有限具有以下特質投資成本高、時間長、顧客未知、缺乏市場知識和經驗(卿媛, 2023)對新創公司創建進行歷程的影響。本論文之教師手冊藉不同的個案問題提供精實創業、策略管理、專案管理及衝突管理之理論基礎及架構，協助教師活用個案之情境進行個案教學。透過本論文，期能培養新創公司創業者的策略管理思維與知識管理、延續管理、衝突管理等技能，以嚴謹客觀分析，比較其結果優劣及所掌握的資訊，以規避衝突風險，確保專案的執行成效並以提高成功創業的機會。

With society development, aging societies have been a important topic in Taiwan. In 2015, Law of Long-Term Care was published, it’s included 5 key elements, LTC Service, Human Resources Management, Institution Management, People Equity and Encourage of Service Development. The purpose is to help companies, corporations being able to develop LTC and provide LTC service in accordance with the law. Law of Long-Term Care 2.0 was published and going live hastily in 2016. Due to unclear policy and announcement, it increases the challenge for the companies to cooperate with local resources and human resources. With the background, the research is focused on the journey of startup company, how to start the LTC company from scratch.
The research studies real examples of the startup company, demonstrates the confliction of execution, including inside/outside organization confliction, strategy decision, central government long term policy and the effect of local government supporting. Especially for small startup company, they have the challenges on investment, uncertain market customer, lacking knowledge and experience, it makes harder to have the good start and success to the company. With cases study and analysis, the goal of research is to provide the full picture to the entrepreneurs, to successfully build startup company with strategy decisions, knowledge management, human resources management and sustainability management.
