目前我國已經是亞太工程師會員之一，未來透過與亞太工程師會員國相互認許方式，將可達成我國技師跨國執業的目標。基於平等互惠原則，他國亞太工程師亦可能經由相互認許來台參與國內工程，為此我國應建立一套適當的評估機制，就外籍亞太工程師之學經歷與專業技術等能力進行評估。
有關外籍亞太工程師評估機制之研議，本研究蒐集日本、澳洲、馬來西亞及紐西蘭等國對於外籍亞太工程師/建築師之評估制度資料，並且參考「外籍亞太工程師來台執業之評估機制」綜合座談會之內容。在評估事項方面，本研究建議應評估外籍亞太工程師對我國法令規範的瞭解程度與其他特殊的專業技能程度，至於評估方式提出採書面審查加上口試測驗的方式。
此外，為有效管理外籍亞太工程師在我國的執業情形，針對執業過程的管理，本研究以我國對外籍亞太工程師的執業要求事項為基礎，配合我國現有技師管理制度，探討外籍亞太工程師在我國執業期間的管理審查機制，研擬審查的標的，並探討要求提出的時機點與後續處理的做法。

As a result of Taiwan’s membership in APEC, Taiwanese engineers will be able to practice abroad in the future through mutual recognition across the APEC countries. Based on the principle of equality and mutual benefit, engineers from other APEC countries will also be able to partake in projects in Taiwan through mutual recognition. To address this future development, this research proposed that Taiwan ought to establish a proper mechanism to evaluate the experience and qualifications of foreign APEC engineers.
In regard to the research of the assessment mechanism, this study probed into the assessment system of Japan, Australia, Malaysia, and New Zealand, in addition to other relevant issues discussed in the conference “Assessment Mechanism for Foreign APEC Engineers in Taiwan”. Concerning the evaluated items, this study proposed that, in addition to professional qualifications, the level of understanding to local laws and regulations of foreign APEC engineers is advised to be evaluated. Paper-based review and interview are also advised to be included in the assessment procedure.
Furthermore, in order to effectively supervise foreign APEC engineers in Taiwan, this study, based on the requirement for practice to foreign APEC engineers and the current management system for technicians, researched into the management mechanism for foreign APEC engineers during their practice in Taiwan, investigated review items, and explored the appropriate timing for proposing requirements and follow-up measures.
